Regional Procurement Manager - Ocean Freight FCL for Intra Asia and Oceania

Purpose of the position

The primary purpose of this role is to assist the Regional Trade Lane Manager to provide access to ocean freight tasks.
The primary businesses of this role are:

To identify products and services required on particular Trade Lanes Intra Asia and Oceania
To ensure that they are competitive in service and develop the growth on the Trade Lane to the company

Key Tasks
Procurement Strategy
? Define and execute against Procurement Strategy in alignment / agreement with Global Ocean Freight Policy
? Support and Maintain the procurement planning process as per regional Trade Lane Management
? Support the global guidelines for the procurement and capacity management processes and structure on country level in cooperation with CTPM, Operational Standards & Governance Ocean Freight FCL and Country Head of Ocean Freight
? Support the delineation of procurement responsibilities between Region and Country Procurement which are laid-out in Competence Sharing Agreements and track compliance
? Execute and maintain Region and Country Carrier Policies which is in line with Global Carrier Policy

Carrier Selection and Contracting
? Prepare and conduct (electronic) tenders (RFP / RFQ) and develop selection criteria
? Negotiate core carrier master conditions and ensure best possible ocean rates including charges closely linked to the ocean transport, capacity and service agreements and related incentives
? Select Global carriers according to the negotiations and in accordance with Core Carrier Policy
? Develop and maintain contract standards
? Ensure that capacity agreements are maintained in the respective systems

Trade lane Procurement
? Execute strategic trade lane procurement based on the capacity plans provided from Trade lane Management Ocean Freight FCL; coordinate with Country procurement and delegate procurement activities, where possible
? Procure capacity on major trade lanes in accordance with Procurement / Carrier Strategy
? Perform pricing analysis and resolve Area concerns (e.g. capacity management / better pricing / selection of core carriers)
? Prepare the minimum selling rate guidelines (e.g. MSRs) to Country Product organizations as basis for MSR definition

Educational background / Work experience
Minimum 3 year experience of ocean freight FCL products either on the forwarder or ocean carrier side
Work experience in global forwarding / logistics company / Shipping company is preferable
Experience in tariff management and tender management

Language skills
Excellent & Fluent in English (written and spoken)
Excellent & Fluent in Mandarin
Other languages (written and spoken) preferred

Computer Literacy
MS Office skills and good knowledge regarding SAP
