Position: Human Resources & Office Administration Manager
Location: Chongqing, China
Report To: Corporate Executive in USA
Affiliates: Function Managers
Supervision: HR & Admin function in Chongqing & Shenzhen, China
Yearly Income: RMB300,000+
General Job Description:
A management team partner to promote and ensure an environment that supports a high performing
Team-Culture to meet current and future business and organization needs.
KPI
1. Key company projects involving HR and Administration (general results in HR & Admin)
2. Recruiting Velocity and Hiring Success Ratio (data driven, after Probation)
3. Staffing Turn-Over Ratio (data driven, staffing stability and turn-over ratio compared to last year)
4. Trainings organized for the organization (data driven plus employee & executives satisfaction ratio)
Primary responsibilities:
A. Human Resources Services
1. Facilitate Job Description development with function managers & corporate Executives
2. Staff recruiting and employment processing
3. Employee communication and relations, conflict management
4. Employee payroll, insurance, benefit, incentive and merit increase calculation & administration
5. Employee retention and development;Develop and facilitate staff training
6. Organize and manage employee performance review
7. Employee Handbook development and maintenance
B. Administration Services
1. Events, meeting and travel/visiting planning and facilitating
2. General administration
Assignments
A. Human Resources Services
1. Organization Development – involved in Organization Development process with Corporate Executive team, define team structure proposal, execute hiring process and conduct related performance evaluation to ensure the organization development is matching with corporate mission and strategy
2. Recruiting Channel – Allocate and manage contracted recruiting firms and contracted resources, organize various position searching
3. Hiring - Execute and manage employee hiring, including hiring interview, reference check, employment contract, new-hire orientation and employment registration
4. Exit - Manage employee exit, including exit interview, identify challenges and opportunity to improve, report to function managers and corporate executive team
5. Job Description - Propose, update and maintain Job Description for different positions base on different business and organization requirements
6. Organization Chart – Maintain Etekcity Organization Chart and report to corporate Executive team on a monthly basis; manage staffing change awareness to the corporate Executive team and different function teams
7. Handbook - Develop and update Employee Handbook to ensure company policy is properly understood and executed; ensure Employee Handbook is most updated to comply with government labor law and other related law requirement
8. Training - Coordination with function managers and corporate Executive team to retrieve training needs, organize and facilitate various trainings for staffs.
9. Performance - Coordinate with function managers and corporate Executive team to develop performance review indicator, facilitate performance interview with function managers
10. Incentive – Coordinate with function managers and corporate Executive to develop Incentive Pay-Out targets, manage incentive pay-out (calculation and execution) with Etekcity Finance team
11. Pay Roll – Review staff attendance report and calculate monthly staff salary pay-out, including salary and various insurances; execute monthly insurance payment and/or adjustment to the government Social Insurance department; responsible for annual insurance audit from government.
12. Merit Increase & Market Compensation – Conduct merit increase proposal for corporate Executive team review & approval, execute approved adjustment; In charge of annual staff compensation and benefit survey, job mapping and related analysis through certain Pay-Roll survey resources, maintain corporate Executive team awareness
13. Commercial Insurance – Supervised by corporate Executive team and Finance team to conduct various commercial insurance for employees base on government requirements and company policy
14. Communication - Act as one of the key contact windows between employees and the management team, resolve conflicts and promote team working culture to ensure a successful operation.
B. Administration Services
1. Project support from administration service including office moving, relocation and expansion, office infrastructure and related purchasing.
2. Weekly & Monthly Meeting facilitator, secretarial support to the company management team
3. Manage various suppliers in recruiting, office purchasing and event organizing
4. Manage Staff Attendance Recording, Annual Leave recording and related calculation
5. Team building and company events planner and facilitator
6. Travel coordination, internal customers and external customers
7. General office expense control
Requirements:
* Bachelor degree, major in Human Resources/Administration or related subject is a plus
* At least 3-5 years’ working experience in international companies in HR & Admin function (staffing)
* Capability to work independently in all HR and Admin related functions
* Great Interpersonal skill and management skills, great communicator
* Objective, Proactive, Result-oriented
* Proficiency in Word, Excel, PowerPoint
* Good command of English, both written and spoken
* Experience in Organization Development and training is a plus
* International Retailer’s China sourcing entity OR China Web development company experience will be a plus
