- Implement MRO & project purchase in accordance with global procurement policy, Pacific Project Procurement Guideline and project team quality expectation through:

o Leveraging SABIC Pacific sourcing best practice.

o Driving EMS (emerging market sourcing) and 2nd Source.

o Purchase the equipment and materials and service from right vendor per specification and schedule.

o Implementing Pacific Procurement Process into project.

o Implementing Pacific Procurement Process into operational procurement.

o Coordinate with operational team for material plan and develop the procurement plan including logistics plan.

o Maintaining Project Procurement Plan incl. Logistic Plan.

o Assist project team and China project sourcing to develop a short list of equipment, material and services contractors.

o Assist project team and China project sourcing to conduct due-diligence of new suppliers and finalize associated approved bidder list.

- Work with project team and project procurement leader to manage on-site contractors and evaluate the performance through:

o On site change order handling, price analysis and negotiation

o Joining daily meeting of project working team, identifying supplying issue at earlier stage and taking prompt action to close the issue.

o Prompt communicating with project procurement leader to ensure all procurement activities following Global Procurement Policy, Pacific Project Procurement Guideline and Company Values.

- Execute project equipment, material and services purchase:

o Prepare RFQ and collect bids from vendors or contractors from approved shortlist.

o Prepare commercial bid evaluation and join vendor negotiation when appropriate.

o Arrange vendor visits, meeting and follow up vendor concerns and questions.

o Work with project team and project procurement leader to finalize vendor selection and execute PO/contract.

o Set up vendor code in I-proc. system and implement i-proc. PO if possible.

o Document all project sourcing files and update project team procurement status regularly.

o Follow-up order execution including status monitoring, payment coordination, inspection coordination, logistics coordination, etc.

- Expedite equipment & services and link with logistic team to assure equipment is delivered in time to meet construction and operation schedule.

- Trouble shooting in entire project procurement cycle to minimize any dispute, delay and void any potential significant risks.

PROFESSIONAL SKILL REQUIRE

• Code of ethic is a must.
• Good team work spirit.
• General knowledge about China Free Trade Zone, Chongqing Comprehensive Bonded Zone preferred.
• Have knowledge of operational procurement execution and process.
• Have knowledge of construction project execution and process.
• Understand basic features of equipment and material and service.
• Solid project sourcing experience or close follow up with sourcing leaderships.
• Hard worker and be able to work under fast track environment.
• Fluent English communication in both reading and writing.
• Bachelor degree in mechanical, electrical, instrument, etc., engineering or related disciplines
• Competent computer software skill like excel, word, power point
• International trading practice knowledge
• Business sense.

JOB EXPERIENCE:

• 5+ years working experience in procurement role is a must
• Operational procurement experience is a plus.
• Experience of cost estimating in project will be preferred.
• Working experience in an international company or having project with international company will be must
