Objectives of the Position:

The buyer is located at BASF Chongqing and functionally report to indirectly purchasing – Service Team China Hub, and is responsible for the procurement of services used to support BASF business development at Chongqing, which include: align and implement the BASF procurement strategies to site, sourcing new suppliers, negotiating contracts, and PO processing and management to support the Site operation; developing strong working relationships with key internal stake holders to support business growth, mitigate risks, and reduce expenses.
Main Duties and Responsibilities:
As the site Strategy Buyer:

？ Familiar with local regulations for the safety, permission and understands the local market for plant general maintenance service, EH&S service, Administration service, site civil and construction service.

？ Works with internal business customers to obtain required product information and specifications, delivery requirements and budgetary constraints for soliciting bids. Develops, manages and leads the purchasing and contracting efforts for charged segment products/service.

？ Aligns with and implements BASF China strategies for service and tracks local industry trends and proactively identifies emerging industry opportunities and supports the translation into strategies and action plans.

？ Manages the RFP/RFI process: preparing documentation – including pre-tender questionnaires and tender documents (incorporating appropriate specifications, conditions of contract, forms of tender, etc); coordinating and managing with supplier selection and contracts negotiation programs to ensure they meet BASF policy and procedures while maximizing savings and minimizing risks.


？ Transform purchasing requisition into purchase order and PO management including follow-up with order confirmation, order filing and order tracking and maintaining ongoing links with the client and supplier to ensure satisfactory operation of the PO.

？ Continuously tracks supplier performance according to defined performance targets and metrics, keeps a dialogue with supplier for quality and service deviation. Actively conduct the part related to order/delivery process for supplier evaluation and management. Performs supplier program evaluations to improve the program and ensure contract/PO terms are being met.

？ Work with procurement platform to provide necessary database and analysis for electronic tools launching

？ Find innovative solutions to further optimize the ordering process and analyze its feasibility in conjunction with superior.

Communication will subsequently be maintained at whatever level is appropriate in order to progress the tasks satisfactorily.
Minimum Education and qualification required for the Position:
？ EducationUniversity degree, preferably major in Mechanical Engineering or Chemical Industry, MRO service purchasing experience is plus.

？ Working Experience:5+ years working experience in purchasing or marketing

？ Technical & Professional Knowledge:
- Core skills:Fluent in speaking, writing and reading English and Mandarin, good knowledge of economics, purchasing, marketing, IT skills, etc.

- Job Related preferable skills:Good IT skills, knowledge in E-commerce desirable
- Job selected skills:Basic knowledge of safety, health & environment aspect
