Objectives of the Position
The buyer is located at BASF Chongqing and functionally reporting to Direct Procurement basic chemical team in Hub Greater China and is mainly responsible for site-related raw materials purchasing including utilities, aligning and implementing BASF procurement guidelines and strategies to site, sourcing new suppliers, negotiating contracts, and contract/PO processing and order managment to support Site operation; developing strong working relationships with internal business partners to support business growth, eliminate risks and optimize costs in the Site.
Main Tasks
· Manage and coordinate the site-related raw materials purchases properly including utilities to meet site requirements and support site business developments;
· Ensure the execution and coordinate the compliance of GR Procurement Guidelines and Strategies in the site and to suppliers;
· Explore sustainable solutions, good command of local market situation and resources and source new suppliers and participation of contract negotiation to ensure the competitiveness of the total cost in raw material supply for Chongqing site;
· Emergency purchasing handling;
· Ensure the smooth execution of order management and processing to support site operation including monitoring delivery, settling disputes, evaluating supplier performance and utilities contract follow-up;
· Implement supplier management such as tracking supplier performance according to defined performance targets and metrics, keeping dialogue with suppliers for quality and service deviation.
· Develop sound working relationship with internal business partners to support business growth, mitigate risks and cooperate to make continuous cost optimization in the contribution of margin management;
· Work with procurement platform to provide necessary data, market research, price forecasts and analysis, etc..
· Coordinate with all related buyers in the Hub to realize the supply security;
· Familiar with local regulations and policies for EHS and other related licenses and permissions which can have impact in our purchasing behavior;
· Achieve procurement KPIs;
· Other assigned tasks.
Minimum Education and Qualification Required for the Position
Bachelor or above in Chemical or Business
Fluent English writing and speaking
Good command of computer skills
Good at communications and problem-solving
Minimum 3 years working experience in Procurement or Business Operations
