GENERAL SUMMARY:
1. Provides leadership for multiple-functions /projects offshore development teams working with multi-national companies in U.S. and Europe.
2. Utilizing Bleum's Software Development Life Cycle and CMMI processes; works with customers to define business needs and applies appropriate technology to create solutions that achieve high customer satisfaction.
3. Understands all aspects of software development and has the ability to learn new technologies that are specific to named accounts.
4. Provides leadership and resource management for team including resource staffing, coaching, retention and performance evaluating.
5. Works collaboratively with peers and subordinates to create a development organization that operates at world-class levels.


ESSENTIAL DUTIES & RESPONSIBILITIES:

1. Responsible for the overall results of all the offshore development centers under supervision including software delivery, quality, support, and reporting.
2. Works with managers to evolve ODC aimed at reaching world-class performance levels.
3. Proactively communicates and manages risks both internally and with the clients.
4. Assists sales staff in making project estimations, proposals and present in presale conference calls for new prospects.
5. Adhere to Bleum's highly disciplined Pearl process at all times.
6. Manage offshore development centers to ensure professional behavior and appearance.
7. People management for resources including coaching, mentoring, retention, career planning and development for subordinates.
8. Status reporting to executives on project status
9. Review and approve estimation, scope and status report of junior project managers or peer project managers.
10. Manage customer relationship. Proactively ensure overall customer satisfactory.
11. Manage ODC cost and ensure certain gross margin.
12. Develop new business from existing clients through excellent customer relationship management;
13. Follow company English Only policy and take responsibility of team policy compliance.


REQUIRED QUALIFICATIONS:
1) Competencies: Skills, Knowledge, Abilities

Functional Competencies:
1. Proficient in SAP BI products such as Business Object / BO Xcelsius / Crystal Report / Web Intelligence
2. Experience in either one of the BI systems in the market is strongly preferred: Like BusinessObjects, Cognos, Hyperion, MicroStrategy, SAS etc.
3. Work experience in business planning and consolidation area, preferably BPC technologies is preferred.
4. Experience in EPM would be preferred
5. Excellent ability of using Excel, PowerPoint for status reporting and presentation. Be able to address customer concerns through presentation;
6. Excellent on project estimation;
7. Excellent master of Earned Value and precedence diagrams preferred.
8. Excellent master of Rational Unified Process, CMM and other popular software development best practice is a plus
9. Ability to manage multiple different functions in the IT area will be a strong plus.

Interpersonal Competencies:
1. Very Result oriented individual with discipline;
2. Excellent communication skill (oral & written) and presentation skill;
3. Good customer relationship management skill
4. Be able to drive conference call with senior representatives in customers side;
5. Be able to develop new business from existing client by customer relationship management;

2) Minimum Educational Level:
1. Bachelor or master in Engineering / Science / Computer Applications
2. MBA degree is strong plus;

3) Experiences:
1. 8 years or above working experience in software development industry;
2. 3-4 years work experience with project and people management.
3. Working experience with US or European customer is plus
4. Working experience with Offshore Development Center or similar business is a strong plus
