This position is based in Nanba, Dazhou City. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid over 12 month period. Please provide CV in English.

Job Description

*HES Process Implementation and Execution
Support technical HES process implementation including:
--Risk Management – Performs simple risk assessments for field issues and may be asked to facilitate Hazard Analyses.
--Process Safety Management – Supports implementation of PSM requirements according to related processes.
--Management of Change – Supports implementation of MOC requirements including being a signatory and performing HES Functional Reviews.
--Pre-Start Up Safety Review – Participates in pre-start up safety reviews associated with MOCs and commissioning of newly constructed facilities.
--Safety Engineering Design – Performs design reviews of field construction work to ensure HES-related Chinese and Company design standards and regulations are followed.
--Incident Investigation and Reporting – Facilitates incident investigations as needed according to the Company methodology to identify incident root causes and develop recommendations to prevent reoccurrence.

*Field Support
Provides day to day HES technical support to CDB work teams (Commissioning, Operations, Maintenance, Engineering, etc.) including:
--Participates and may lead various types of risk assessments, including Hazard Analyses and Job Safety Analyses.
--Evaluates risks associated with community and facility emergency response plans, researches industry and Company best practices and makes recommendations in support of operations.
--Acts as liaison with local regulatory agencies on issues related to job responsibilities and areas of expertise.

*Coaching and Mentoring
--Coaches less experienced HES specialists on technical issues related to the processes and activities described above.
--Is considered the HES Dept expert on technical HES and process safety related issues. Is regularly consulted by both department specialists and staff in other departments on technical HES issues.
--Prepares materials and conducts training for other HES specialists and CDB staff on specific technical HES issues as needed.

*Professional Development
--Maintains current knowledge of local regulations as well as Company and industry best practices related to the technical aspects of HES described above.
--Obtains and maintains any government and/or industry certifications as appropriate to the job described here on the advice of HES Superintendent or CDB regulatory subject matter experts.

*Areas of Expertise
--Fundamentals of chemistry, mathematics, physics, and engineering.
--Industrial processes, equipment, and materials used in the work place.
--Principles and techniques used in risk assessment and mitigation of work place hazards.
--Best practices in process and personal safety management.
--Specific knowledge and experience in applying the concepts of MOC, PSSR, RM, Hazard Analysis, incident investigation, and other processes described above.

*Certifications Required
--Knowledge of Chinese technical HES regulatory requirements is preferred.
--Ability to acquire certifications as required under Chinese law to fulfill regulatory requirements associated with this position is required.

*Qualifications
--4-year degree from a recognized university in HES, science, engineering, or other related discipline
--Minimum of 5 to 10 years related industry experience
--Bilingual in both English and Mandarin
