Job Title: Quality Engineer
Function & Department: Quality Engineering

Working Place:Wai Gao Qiao, Shanghai Pudong District
Reports To: Warehouse Operations Manager (China)

Purpose

.

Product purchased by Wesco Aircraft requires verification and checking for conformance to our order requirements. This is done on receipt of the product using two principal methods:- examination of the incoming documentation and /or a physical dimensional inspection.
Product that fails to meet either of the above requirements has to be quarantined and an investigation undertaken to confirm that the product is conforming or non-conforming; if non-conformance is detected immediate containment actions need to be completed and if required an investigation into the root cause of the failure initiated.
Wesco is required to maintain a rigorous Quality Management System that meets the requirements of its accreditation to National and International Standards, the requirements of its customers, any regulatory authority and Wesco internal requirements. Wesco is also required to maintain records of product and process conformance as per its Quality Management Systems accreditation and any additional customer/Government/regulatory authority specific requirements.

Principal Accountabilities

.

-Carry out full checks on all documentation to ensure all the relevant information; certificates and goods have been received
-Check completeness of First Article Inspection / DVI reports.
-Ensure that suppliers of goods match up with the approved suppliers list and also any specific applicable customer requirements
-Carry out full dimensional verification of parts using the most suitable measuring equipment for the task. This can be conventional measuring instruments, gauges, optical measuring machines or CMM
-Ability to understand and interpret Engineering drawing and standards. Ability to work with and understand Model Based Definition data, CATIA files, creating derivative data files from model based files
-W-ork to specific deadlines and priorities as directed
-Participate in the drawing up of quality and sampling plans as directed
-Parts found as non-conforming are quarantined and a problem statement is entered onto system
Any immediate containment actions are managed
-Participate in MRB meetings
-Process customer returns and manage all immediate containment actions
-Complete a full and concise investigation into customer returns, formulating a detailed response to customers when required
-Rejection of product identified as defective back to suppliers, liaising with Supplier Quality team where applicable
-Actively contribute to continuous improvement activities by participation in regular departmental communication meetings
-Constant liaison with Quality Engineering Management in UK
-Manage the scanning of product certification packs and ad-hoc sales order/customer purchase order packs to create electronic files and retrievable record documents at the China site and off site paper record storage at the China site
-Coordinate the integration of customer specific quality requirements into the Wesco Europe Quality Management System
-Create and maintain all Wesco Quality Management System documentation
-Audit Wesco China team to ensure adherence to Quality System documentation
-Manage the progressing of all company 400 orders with stock allocated from 527 to 540 status
-Manage internal Quality Awareness training for all Wesco China personnel
-Manage customer specific requirements training for all Wesco China personnel
-Resolve day to day issues regarding Quality Systems at all Wesco China facilities

Nature and Scope

.

All incoming paperwork is reviewed on receipt to confirm the following:-

Ensure Full traceability across all paperwork and back to the raw material supplier
Documentation releases the ordered part number at the correct revision/issue level
The parts are manufactured in accordance with all relevant national, international and customer specifications, incl. have all the correct finish and all applicable processes completed
The parts come from an approved supplier
Parts meet specific customer requirements i.e. Airbus AQL Digest, Boeing D1-4426 and Messier-Dowty PRIDE, Rolls-Royce SABRe II etc.
The appropriate level of documentation has been received such as test reports and raw material certificates
If the product is lifed then a check is performed to ensure that the product is within our shelf life requirements

Parts identified as non-conforming during the inspection process are quarantined and a problem statement is entered onto the system. The Quality Engineer will, where possible, resolve the issues and remove from hold. Where this is not possible parts will be returned to the supplier. Where a corrective action is required the Quality Engineer shall generate this and liaise with Supplier Quality team

Customer returns that are received will be investigated and a root cause sought. Any subsequent actions such as quarantining remaining stock, identifying any other part numbers that may be affected, reviewing parts shipped to other customers, are followed up. Where necessary a corrective action response will be sent to customer

Match and verify the Receiving Ticket and required certification package (i.e., Test Reports, Raw Materials, Manufacturers Certification of Conformance, Process Certifications, and evidence of part numbers and lot numbers) for part traceability and document accuracy and completeness

Identify, record and forward any inconsistencies or errors in product or documentation and liaise with all relevant functions / suppliers to agree corrective actions

Copy certification documentation and/or receiving tickets, as applicable

Forward product with appropriate documentation to the Warehouse for proper allocation and warehousing

Prepare the documentation in order, and scan the documents

Make available at the point of use in all Wesco China facilities all European or Global Quality Management System documentation

Periodic review of European and Global Quality Systems owned QMS documents

Control effectiveness and continuous improvement of all Wesco China Quality Management Systems documentation

Background Experience and Qualifications

.

An excellent verbal and written command of the English language is a prerequisite for consideration of this role. Must have a recognised engineering qualification and/or relevant experience within a QE or inspection department undertaking similar activities. Experience with CMM’s and model based definition data would be an advantage. Experience performing investigations and root cause analysis would also be an advantage.
