POSITION SUMMARY:
Rockwell Collins CETC Avionics Co., Ltd is a joint venture between CETCA and Rockwell Collins. This HR manager is responsible for all day to day Human Resources activities (e.g. staffing, employee relations, employee communications, compensation & benefits, policies and procedures, training & development, labor relations with Unions and Payroll). This position is responsible for the Human Resources leadership and works in conjunction with Rockwell Collins and CETCA management teams to promote an environment where high performance and productive work can be achieved to meet the goals of the business.
PRINCIPAL ACCOUNTABILITIES:
- Responsible for all areas of Human Resources, Payroll and Employee Communications.
- Responsible for researching, defining and executing the wage and benefit package that is competitive in the marketplace to acquire the sufficient and qualified employees.
- Responsible for the continued integration of new entities and employees into this joint venture between Rockwell Collins and CETCA.
- Responsible for building and growing a HR team.
- Responsible for researching, documenting and resolving ombudsman cases
- Responsible for managing employee records and appropriate documentation for purpose of meeting internal compliance/policy and external agency requirements in China.
- Responsible for overseeing that contract labor requirements are filled in a timely manner, provide contract labor tracking and ensure that appropriate paperwork is completed by management
- Develop and communicate employee effectiveness programs which include employee reward and recognition programs
- Develop and communicate policies and procedures based on the Rockwell Collins standards and China legal requirements.
- Ensure training programs are provided for growth developmental needs.
- Provide a Human Resources environment where employees and management feel comfortable talking about issues.
- Must serve as an employee advocate – bringing forth employees issues and concerns and working to solve them.
- Operate in accordance with Rockwell Collins’ policies and procedures in compliance with accepted business ethics. Ensure subordinate staffs familiarity with policies and procedures relating to Standards of Business Conduct and Ethics
KNOWLEDGE AND SKILLS:
- College or Graduate degree in Business or Human Resources Management preferred with a minimum of 10 years of progressively more responsible leadership experience in Human Resources. Minimum of 5 years experience in management of a team of HR professionals.
- Excellent management skills to deal effectively with outside vendors, individuals, etc.
- Must be able to multitask effectively, work well under pressure and meet multiple commitments
- Process driven- prefer exposure to LEAN or Six Sigma concepts
- Ability to “get the job done” – with a solid business acumen and literacy – understands company priorities and link those to customer requirements, understands the big picture
- Possess a positive and “can do” attitude
- Outstanding communication and interpersonal skills
- Ability to influence and drive change
- Excellent leadership and facilitation skills
- Ability to build trust with customers, vendors and team members
- Understanding of lean principles
- Possess a broad knowledge of the HR function, its policies, practices and systems processes
- Ability to travel up to 5% of time
- Chinese must. Need be fluent in reading, writing, speaking in English.
