Position Summary

The Joint Venture is seeking a leader that will be responsible for IT design, implementation and maintenance activities, including project and production support activities at the joint venture location in Chengdu, Sichuan. This role will directly report to the General Manager of the Joint Venture. (S)he will work closely with the US-based IT team of the parent company to ensure the needs and requirements of the JV are met. (S)he will be responsible to understand the businessn need, define the IT requirement, design the IT construction plan, implement the plan and operate the IT infrastructure after it is built. A strong candidate will possess resource & project management skills, with a clear track record of managing a complete IT system including hardware, software, network, security and other technical areas. (S)he must be competent at maintaining high quality standards during all phases of a systems development life-cycle (scope, requirements, design, development, test, deployment and post-production support). (S)he will be responsible for adhering to defined processes and meeting organizational goals.

Position Responsibilities

· Responsible for generating the IT requirement based on business need, designing the IT infrastructure, implementing the plan, and maintaining such infrastructure to serve the JV business operation.

· Responsible to build up an efficient IT team to manage all future IT activities of a company with 50 to 150 personnel.

· Effectively utilizes project management skills, including task definition and prioritization, resource definition, schedule management, quality assurance, risk management, and various project management tools to facilitate delivery of assigned tasks and assignments on time and within budget constraints

· Responsible for team goal attainment and regular assessment of performance, inclusive of root cause analysis, remedial plans, and ongoing plans for improvement.

· Responsible for developing and maintaining internal and external networks. Responsible for interacting with internal stakeholders regarding Application Development strategic and tactical directions, technology architecture, and activity priorities. Working with focal points from the parent company IT group in order to ensure the joint venture business goals and associated solution designs are understood in advance of solution creation.

· Coordinates cost estimates & schedules with support personnel and other team members.

· Reviews and approves all changes to ensure adherence to procedures and standards. Adheres to company and departmental policies and processes to help achieve predictable service levels

· Identifies and executes upon opportunities for automation and process improvement efforts in order to increase value-added activities and drive down waste

· Responsible for workforce planning. Participates in the selection, development, and evaluation of personnel to ensure efficient operation.

· Responsible for providing input for the annual budget planning cycle. Implements and adheres to the established department budget

·Enforces adherence to the China JV Employee Handbook guidelines

·Supports audit activities.

·Excellent English written and verbal communication skills are required

Required Capabilities

· Demonstrated experience leading IT development organizations in a new company, joint venture experience is preferred.

· Knowledgeable with a broad technical background, including hardware, network, ERP software, security, web –development.

·Information Technology Project Management experience is beneficial.

· Strong working knowledge of project management disciplines including task definition, project plan development, scheduled / budget management, risk management, quality assurance.

· Ability to creatively solve problems and improve team performance.

· Ability to multitask and work effectively under deadlines.

· Ability to prioritize and direct the work of staff.

· Understanding of internet, extranet (semi-private), and intranet (private) based solution deployment.

· Development experience strongly preferred

Master degree in appropriate discipline and ten years of related experience, or in the absence of a master degree, fourteen years of related experience
