General
Jobholder will be responsible - supported by the Engineering Manager-Asia, for the following
?? Jobholder will be responsible for the management of significant capital projects in China including major expansion projects and new build projects, ensuring that
o Projects are delivered on-time;
o Projects are delivered on-budget;
o Projects comply with Akzo engineering standards and local country standards;
o Project deliverables are achieved;
?? Project management responsibility for the engineering aspects of any site closures and significant production transfers in China;
?? Represent M&PC on any site expansion or new build projects in China at the request of the Engineering Manager - Asia;
?? Lead/participate in HAZOP/Risk studies in China as determined by the Engineering Manager -Asia;
?? Participate in the identification and review of Capital Spend in China, working with local site managers and engineering resource
o Support project scoping and planning process;
o Review project definition to ensure compliance to HSE&S and Engineering standards;
?? Manage non-site based capital improvement projects in China;
?? Carry out regular audits of major projects; ?? Support central engineering resource as appropriate on major capital projects;
?? Jobholder will help support people development of local country engineering resource as appropriate. This will mean providing training, validation and coaching in key engineering skills such as area classification, project management and engineering, construction management, hazard studies and engineering auditing;

Compliance
?? Jobholder will be responsible for supporting local sites in ensuring compliance to Akzo engineering standards. In particular, jobholder will help ensure
o A robust Management of Change (MOC) process is in place on our sites;
o Audit AIG standards and support their implementation;
o Conduct engineering audits in the region;
?? Jobholder will be responsible for supporting local sites in ensuring compliance to local country engineering standards;
?? Support HSE&S team in process-related accident/incident investigations as required;

Process
?? Work with local sites in region to challenge existing layout and processes in order to drive efficiencies (Batch Cycle times, OEE, etc) and to implement new technologies;

KPI Reporting
?? Ensure capital budget on projects is regularly reviewed and updates of forecasted spend are readily available; Requirements:
10+ years experience in different engineering roles in a multinational organisation in Asia;
?? Excellent project management skills; Knowledge/Skills (knowledge, languages, competencies, computer skills)
?? Jobholder must be able to read, write and communicate clearly in English;
?? Ideally jobholder should be able to read, write and communicate clearly in Chinese;
?? Jobholder must be computer literate and familiar with the Microsoft Office Suite of programmes;
?? Jobholder must possess good interpersonal skills since he/she will be working with a diverse team of contractors, local engineering and site-based resource & local authorities;
?? Good analytical skills;
?? Degree in Mechanical Engineering.
