职位描述

Job Description:
Provide management leadership for the Plant Quality Assurance programs to organize, plan, implement, and control a quality assurance program at the Plant level which will reduce overall manufacturing costs by identification and elimination of causes of cost of quality, re-inspection, defect escape, customer complaints and production delays.
Leadership Skills, Culture and Values:
? Develop and implement quality management strategy and plans, including resources, systems, time scales and financials to support, contribute to and integrate within plant annual business plan and long term strategy.
? Communicate strategy and vision for GSC/ALS MFG to plant Quality organization. Cascade goals and strategy for improvement and awareness of quality issues within the plant.
? Communicate effectively to drive improvement.
Quality Management System:
? Act as guardian, custodian and a promoter of Company’s quality standards
? Lead the maintenance and continuous improvement of plant Quality Management processes. Ensure continued effective implementation of foundational quality systems such as Management Review, Internal Audit, Process Control, Corrective and Preventive Action as the management and voice of the customer representative
? Interface with certification agencies to maintain ISO/API compliance and regulatory requirements. Direct all organizational activities to understand and comply with the requirements of these certification agencies. Lead troubleshooting and corrective actions associated with testing and certification issues.
? Develop and manage a cross functional team of internal auditors.
? Plant ISO/API Management Representative, manage plant management reviews, manage quality record system, manage WPTS system, provide guidance on training record system, train plant personnel in ISO/API.
Process Management/Change Management:
? Identify gaps at Plant level and execute improvement activity, leverage expertise of other functions (Supply chain); defines PPAP level process to be applied, conduct annual review of process control documents
? Approve change, ensure that plant level procedures are updated and approved annually, identify gaps in process execution; identify opportunities to make process more efficient and reduce variation, approve major plant level Engineering Change Notice (ECN), review ECN trends and initiate corrective actions
? Establish and deploy standardized work with Critical to Quality (CTQ) features clearly identified, validate effectiveness, identify gaps/needs for additional, audit standardized work weekly
? Lead plant Problem Solving Kaizens; deploy error proofing techniques and standardized work to sustain improvement,
Lean:
? Create a culture of proactive vs reactive Quality, visually see & solve the problems daily at all levels within the plant. Own and improve Lean Assessment related to Standardized Work, Root Cause Problem Solving, Disciplined Adherence to Process, and Built in Quality
? Drive trend improvement, Pareto analysis and corrective actions, participate in weekly shop walks with plant leadership team (coach team in looking for quality improvement opportunities)
? Lead 5S Kaizen within areas in the plant related to Quality (eg. Incoming inspection, final inspection, test lab, desk/office area, nonconforming material area, customer return area), establish standardized work and audit schedule for sustainability
Measurement System Analysis:
? Identify key testing/inspection equipment within the plant, define gauge control and capability to meet CTQ criteria, evaluate gaps within plant as to level of execution, train and facilitate others in execution
? Approve gauge procurement, deployment of requirements, identify gaps and improvement opportunities, and approve Nonconforming Gage Notices
? Suggest and approve gauging and testing equipment and concepts, assess organizational gaps at plant level,
Design and Product Knowledge:
? Expert for interpreting prints and schematics, including Geometric Dimensioning and Tolerance (GD&T) and CTQ's. Define and apply appropriate control techniques. Assist design engineering in defining CTQ's. Identify plant wide gaps
? Understand overall product functions for all products under their responsibility and customer satisfaction drivers,
? Champion or participate in Design Failure Modes and Effects Analysis (DFMEA) and assist engineering in the identification of CTQ's to ensure manufacture-able product
Process Control/Statistical Process Control:
? Interpret trends; escalate to appropriate level of problem solving
? Expert on charting, functional use of software, deployment champion

Position Criteria:
? Ability to coordinate and lead successful cross-functional improvements
? Superior written, oral, and presentation skills.
? Read and understand prints and schematics.
? Proficient in Excel, Outlook, Word, and PowerPoint

Basic Qualifications (Including Educational Requirements):
? Bachelors degree from an accredited institution
? Six Sigma Green Belt certification
? Minimum 6 years of experience in an ISO 9001/API manufacturing environment
? Minimum of 3 years experience in Quality.
Preferred Qualifications:
? Bachelors Degree in Science or Engineering from an accredited institution.
? Master's degree
? Experience with Lean philosophies and tools
? Minimum 3 years in heavy machinery manufacturing

Travel Required Up to 25 percent
Location: Shifang, Sichuan, China
