职位描述

This position is based in Nanba, Dazhou City. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid 12 month period. Please provide CV in English.

Key Job Responsibilities

Leadership
-Responsible for Coordination of CDB HES and Compliance training and certification. This includes OEI training of production operations personnel as well as SAWS Safety and H2s training for production personnel.
-Manages a HES team’s work direction daily, as well as work schedules for individuals reporting to them.
-Provides leadership to a team of Safety Training Professionals within the Production Operations Competency Development Group
-Follows CDB Performance Management Process by setting performance expectations for direct reports and conducting semiannual performance reviews with direct reports.
-Is considered a Subject Matter Expert for CDB OEI’s related to HES and Training giving direction to the Trainers for accuracy in content. .
-This position supplies leadership and coordination of HES training for new hires and existing CDB personnel in various departments within production operations. Uses various methods such as theoretical, OJT, practical, job skills improvement training for production operations personnel as required to meet CDB business needs. Provides direction to other personnel involved in training for development of methodological documentation (training programs, manuals, recommendations)
-Considered to be a Subject Matter Expert (SME) and safety professional. Not only participates in development of methodological documentation but able to develop small projects independently. Coordinates training presentations with other subject matter experts from other departments and vendor instructors.
-Must demonstrate ability to work autonomously in the development of appropriate training materials and their scheduled delivery.
-Sets goals and timelines for HES trainers to meet HES training demands.
-Coordinates all HES Compliance training activities for CDB personnel including training program development, initial and supplemental.
-Assists project training coordinators within and outside Production Operations to coordinate HES compliance training requirements.
-Coordinates the process of Safety and Compliance training and certification of CDB employees:
Ensures continual improvement of processes for Safety and Compliance training development and quality control
-Responsible for arranging and conducting safety & compliance and industrial safety training courses, record keeping according to CDG Safety and Compliance process..
-Liaises with CDB HES training materials, in collaboration with SME’s to comply with QA/QC process.
-Liaises with CDB HES for the development of new training packages while assuring that current HES courses are audited for accuracy and relevance.
-Responsible for preparation, training material development and logistics for such training as SCBA’s, Fire Extinguisher’s, Safety Harnesses, First Aid training kits etc.
-Participates in and encourages training team to engage in HES related field audits/inspections where applicable.
-Sets performance targets for BBS program within the CDG and leads by example. Sets performance targets and metrics (KPI’s) for HES training team. Conducts audits for CDG against performance targets monthly.
-Provides guidance on record retention of all necessary training related documentation and LMS database.
-Monitors course environment, class attendance, and instructor / student feedback, communicates issues and takes the necessary actions to improve quality and increase training efficiency.
-Audits training process for improvements.
-Communicates changes in CDB safety policies and programs thru training material updates for all allocated groups within CDB.
-Contribute to the systematic management of health, safety, environment, reliability and efficiency to achieve world-class performance in accordance with the Operational Excellence Management System (OEMS).

Special responsibilities include
-Ensuring alignment of Safety course objectives with CDB and SAWS/QSTB regulations requirements.
-Prepares progress reports against established KPI’s .
-Assists with Operations and Maintenance training activities in cooperation with Operations and Maintenance Trainers. .
-Monitors materials and training to meet internal quality standards.
-Conducts training needs assessments when courses are requested by customers and agreed to with CDG supervisor.
-Ensures a continual feedback and improvement process is in place for all CDB HES and compliance training.
-Coordinates and arranges regulatory compliance training and certification.
-Develops new HES and Compliance Trainers following the QC processes.
-May fill in during a Trainers absence if necessary.

Organizational Capability
-Coordinates the training plans for CDB Personnel specific to the CDB Gas Project Formal Health, Environmental & Safety Training Program (FHESTP) and a Formal Operator Training Program (FOTP) using CDB specified training requirements (courses and content).
-Prepares monthly status reports and routine presentations on the progress of program(s).
-Analyze issues of non-compliance with legislative requirements applicable to safety training and certification of personnel. Investigates the causes of such situations and takes corrective actions in cooperation with supervisors
-Perform quality auditing, evaluation and analysis of safety training courses delivered and work out recommendations for improvement
-Coordinates performance of annual customer satisfaction survey on CDG's services rendered with the aim of detecting the gaps in the process of safety and compliance training and certification. Puts forward suggestions on further improvement of the process and enhancement of competency taken as a whole on the basis of analyses of identified deficiencies.
-Participate in CDG safety meetings. Assist in choosing topics and searching materials relating to improved safety performance.

Interdepartmental Cooperation
-Liaises with HES management to ensure safety training meets management’s expectations.
-Requires extensive interaction with contract national and provincial training institutes and authorities, Nanba Field Operations, HR training department and CDB stakeholders for new personnel training requirements.
-Ensures adherence to OEI Management System to overall training process as well as to the processes of development, quality control and delivery of Safety and Environmental Protection training;
-Assists with HES training activities for providing coaching and support to HES trainers.
-Liaises with other departments for Turn-around activity and training.

EDUCATION, CERTIFICATION, TESTING - Will accept work experience in lieu of academic preparation.

Education: Undergraduate or higher
Professional and Technical Title: HES or Chemical technology engineer and higher professional and technical title (or equivalent experience within gas industry).
Professional Background: HES or Chemical technology (or equivalent experience within gas industry).
Work Experience: 7 or years or more work experience in the oil and gas or chemical process industry. Should have some Leadership qualities.
Comprehensive Quality: Qualified through “moral character, ability, diligence, performance” evaluation; familiar with process flows, process technology, production coordination and operating procedures; good command of ability on comprehensive analysis, judgment and written communication skills; be familiar with structures, operating principle and operation method of the equipment in the plant; be familiar with the inspection & maintenance procedures of equipment.

Other:
-PETS-2 or higher or equivalent English skill.
-Safety administration or technical certification issued by the State Administration of Work Safety and Provincial Administration of Work Safety.
