This position is based in Nanba, Dazhou City. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid over 12 month period. Please provide CV in English.


Key Job Responsibilities

Manage all Community Risk Management activities relating to CDB Projects and Development.
- Participate in the development of strategic goals and objectives to meet the needs of the communities relating to community safety and evacuation
- Participate in development of goals and objectives in alignment with Emergency Response relating to community safety and evacuation
- Partner with CDB departments to ensure the safe operation for CDB personnel and surrounding communities for well intervention activities.
- Assist with the development of the organization consisting of Community Engagement Specialists (CES), Community Wardens, and/or any other identified personnel.
- Partners with Field Operations, LARFA, Security, D&C, and other CDB departments to ensure the safe operations for all CDB personnel and local residents adjacent to operational activities

Management Responsibilities relating to the Community Engagement Organization:
- Have direct organizational oversight of Community Engagement Specialists
- Manage the employment of CES staff, maintain oversight of warden selection
- Ensure CDB relations with governmental officials are actively pursued between CES personnel and local community officials.
- Develop and maintain alignment with CDB policies affecting community engagement activities
- Support CES to ensure required community readiness for alarming, notification, and evacuation of the effected surrounding communities during all well interventions and operations.

Administrative Responsibilities relating to the Community Engagement Organization:
- Ensure for the readiness of the community evacuations relating to ODP-1
- Assist in the development of the Community Engagement organization.
- Assist with planning the budget requirements of the community engagement organization.
- Assist with the development of future budget proposals of the community engagement organization.
- Ensure the resources required for the organization are identified.
- Maintain current progress and status reports of the organization. This includes weekly/annual reporting.
- Responsible for the development of all related documents including Community Response Management Plans (CRMPs).
- Participate in CDB/Government meetings as required.
- Assist in emergency evacuation planning for required well sites and pipelines.
- Ensure governmental compliance requirements relating to community evacuation and safety are met.
- Identify and manage risk.
- Identify training needs and support the development of training programs within the organization
- Contribute expertise to the emergency management organization (ORT/IEMT)
- Assist in the development of a communications plan aimed at the effective notification of affected communities. This includes training, educational, informational, or incident related.
- Provides work direction and assists with the PMP process and career planning for national staff
- Fosters teamwork and effective communication among staff and peers
- Demonstrates OE behaviors and upholds all applicable laws and regulations
- Ensures a high performance committed team by providing training to address site gaps and keep skill levels current with demands

HES Responsibilities
- Provide for periodic documentation and updates to HES management
- Participate in HES management meetings
- Perform assignments as directed by the HES Superintendant
- Participate in required HES/CDB training.
- Participate in scheduled safety meetings. This includes any deliveries to CDB staff as directed by the HES Superintendant

Job Requirment:
- English speaking and writing are required
- High level of knowledge in Emergency Management
- Community evacuation protocols knowledge
- Curriculum development and training techniques in Emergency management
- Emergency Response organizational leadership with management, training, and administration
- Computer Skills required (word, excel, ppt)
- Demonstrated prioritization skills and process oriented approach to problem solving are desirable.
- Must be physically able to hike mountainous foot paths for short durations (1-3 hours).
- Creating, developing, and logical thinking skills to meet CDB project goals and expectations
- Developing and leading a multi-national workforce as a cohesive team
