Title: Senior / Contract Specialist (间接采购)
JOB PURPOSE:
The job holder is responsible for execution of proper contracting process related to Borouge Asia Pacific Contract Procurement Activities according to the implemented policies, business process, procedures, guidelines and practices to ensure & secure the company resources.
The job holder shall control overall company compliance for contract procurement process includes defining contract strategy, performing the contracting process from receipt of the contract request until the award of the contract.
She/he will also be responsible for market intelligence analyse, sourcing activitis, vendor relationship build-up, vendor performance review, problem solving for contractual issues and claims from contractors for contract variations and maintains follow-up until closeout of contract file in accordance with the contract terms and conditions and procedures.
She/he shall also assist the Department Manager to drive continuous improvement initiatives and ensure operational excellence.

KEY ACCOUNTABILITIES:
Job Specific Accountabilities
Category Strategy
? Analyse Asia Pacific offices and plant site category expenditure to identify and prioritize sourcing initiative
? Drive and develop Contract Strategy for offices/plant site managed categories
? In conjunction with key stakeholders, provide advice and expertise for sourcing activities
? Support implementation/ execution of global or regional projects from category management
? Performs and executes contracting processes according to category strategies
? Conducts risk management (in coordination with Department Risk Champion), identifying potential risks and developing mitigation plans to minimize risks for the company
? Support supplier rationalization ensuring the right commercial priorities are applied
? Manage the effective delivery of projects by determining project timelines, objective
? Alignment of long and short-term procurement strategies with overall corporate needs
Contractor Relationship Management
? Defines supply base, including identifying and developing new sources and driving its qualification to provide desired quality supplies to the company
? Identifies strategic relationships to enable targeted supplier relationship management
? Conducts contractor relationship management initiatives (e.g. cost reduction and value engineering initiatives) to ensure maximum value is captured from the supply base
? Conducts a performance evaluation of contractors to identify measures for continuous performance improvement
? Ensure security of supply, quality compliance, and commercial compliance
Tendering – Follows the Tender Process
? Executes the tendering process as per company policies and procedures to identify best sources on the supply market and comply with all legal and regulatory requirements
? Develops contracting strategy based on the scope of work/services and ensures that the final account to the contractor is based on the completion of defined deliverables
? Drives preparation of Contracts for selected services with responsibility to improve commercial conditions and reduce administrative effort
? Cost-effectiveness and cost-savings through efficient vendor selection as per company policies and procedures
? Produces procurement-related documents and organize the documentation/record filing according to the company and project requirements
? Efficient allocation of resources to reduce the tendering cycle time

? End Users:
o Regular contacts for CR clarifications and definition of scope of work
o Regular contacts for technical clarifications and evaluations
o Regular contacts for post-award activities regarding variations and claims etc.
o Contact for annual vendor performance evaluation
? Finance:
o Contact as required for clarifications during the 3-way matching process
o Contact as required for Performance Bank Guarantee and Insurance Policies etc.
? Legal:
o Contact as required for Terms and Conditions review and Compliance
? Procurement Strategy:
o Regular contacts with Vendor Management team for vendor registration and vendor performance evaluation activities
? Regional Procurement Manager / Team Leader:
o Regular contacts to coordinate all aspects of work assignments and for advice/interpretation regarding contractual, commercial, contract strategy and technical matters
? Procurement Business Process Specialist (BPS)
o Regular contacts with Procurement BPS for SAP troubleshooting and training
? Procurement Assistant:
o Regular contacts to coordinate all aspects of work assignments for the Procurement Assistant, regarding administrative supports, document control, SAP supports and vendor pre-qualification, registration and management matters
External
Vendors/Contractors:
? Regular contacts with potential vendors for updated market intelligence
? Regular contacts with bidders for the tendering process
? Regular contacts with prospective and successful bidders to ensure satisfaction of work requirements
? Contacts with Vendors for annual performance evaluation activities
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
? Bachelor’s degree, preferably in a Business, Engineering or Supply Chain discipline or equivalent professional qualifications
? Good understanding of contracting process and system
? Knowledge of relevant contract laws and regulations
Minimum Experience & Knowledge & Skills
? 5-7 years of relevant experience in the indirect procurement
? Experience in procurement activities related to Marketing Communication, Consultancy services, IT, HR & Admin and professional services
? Sound knowledge of commercial practices, legal aspects, and negotiation skills
? Fluent English speaking, writing communication.
