Position : Purchasing Engineer



Position location: Halma Manufacturing hub, Minhang Dist, Shanghai



Reporting to: Avo Materials Manager

Avo is the photonics industry's trusted source for exclusive, private label photonics design, development, and manufacturing. We produce confidential, client-owned optoelectronic solutions and products for medical , military , industrial ,aerospace and communications application.

Avo is an independent, U.S.-based company. Our greater Philadelphia, Pennsylvania office houses our corporate headquarters, engineering, testing and a 20,000 square-foot manufacturing facility that features a 16,000 square-foot clean room. Design verification and prototyping are also conducted out of our suburban Toronto, Ontario, office. Our European distributorship is headquartered near Munich, Germany yet has individual offices in France, Spain, the United Kingdom, Italy and Norway.



Essential Functions:



1. Receive detailed mechanical drawings from Avo Materials Manager, review, and fully understand all identified specifications (mechanical and optical);

2. Seek candidate suppliers that claim to be able to meet all the required specifications;

3. Visit candidate suppliers and evaluate their operations, testing, quality procedures, etc;

4. Down-select to supplier (expected performance, price, delivery time) and issue purchase order;

5. Provide technical direction to supplier as required (with some help from Avo US);

6. Manage schedule and order status;

7. Receive fabricated materials. Perform 100% (initially) inspection of all Avo-defined critical parameters. Create and maintain inspection records;

8. Package acceptable material and ship to Avo US;

9. Return rejected materials to supplier;

10. Manage supplier database and performance records;

11. Maintain all documentation/records;

12. Issue payment to supplier;

13. Report daily activities to line manger;




Requirements:



1. Bachelor degree in mechanical/optical/engineering or supply chain, engineering or quality related field;

2. 5+ years experience in technical purchasing role ;

3. Employs good written and oral English communication skills;

4. Must be computer literate in CAD, Windows, MS Office and Outlook;
