Job Purpose:

Take responsibility for overall operations and safety of a JV/WOFE for the purpose of increasing company value and protecting Messer's investment.

Responsibilities:

· Set up the organization structure for a new JV company under guidelines of the Corporate office;
· Recruit and train managerial and operational staff for the start up and continuous operation of the JV company;
· Organize and conduct market surveys in the local industrial gas market to acquire thorough understanding of the local industrial gas market and develop a marketing strategy for the new JV company;
· Set up an effective and aggressive sales and marketing team to launch presales activities before the new JV company's liquid ASU is on-stream and increase Messer's influence and market share steadily with a well-defined marketing strategy and tactics.
· Identify and secure the pipeline business opportunities in the Petrochemical Park and ensure timely and reliable gas supply to these pipeline customers;
· Prepare strategic planning for the company's operation for approval from BOD;
· Implement the annual operation and investment plans approved by BOD to meet annual profit and sales targets and MSP;
· Manage the day-to-day running of the company;
· Lead and manage the development and implementation of an acceptable safety management system so that accidental loss to both the human and capital resource of the company is prevented;
· Draft necessary company policies and procedures for approval from BOD;
· Responsible for staff development of the company;
· Act as a coordinator between Messer and the Chinese partner or big customers to maintain a smooth and constructive relationship;
· Assist the Project team for a smooth project execution and timely on-stream of the ASU.

Qualifications:

· At least bachelor degree in business/finance/engineering. MBA is a plus.
· Proficient in Mandarin and English.
· A command of basic finance and accounting knowledge.
· Minimum 3 years of experience in general management or at least in managing more than one department, industrial gas or industry experience preferred.
· Excellent interpersonal skills.
· Strong influencing skills.
· Strong leadership.
