BASIC FUNCTION
Focal point for HSEMS implementation and support for China HSE Functions, providing HSE technical and behavioral coaching that facilitates continual Organizational HSE Competency improvement and increased HSE Ownership, providing operational input to the HSE Development Department and an efficient and consistent means for the successful implementation of the various HSE related procedures, regulations and laws.


WORK PERFORMED
Maintain and implement ISO14001 management system in plant, help to develop 5S management procedures and conduct 5S audit;
Continually improve the systems by consolidating and optimizing the HSEMS, supporting operation teams in developing HSE management tools, to ensure the HSE management performance;
Keep tracking new released laws, regulations and standards, monitor any changes in current legislation and comply with any new legislation;
Conduct HSE Observation Tour, HSE inspection and HSE walk, identify gaps from these activities or the procedures of HSEMS;
Attend HSE accident, incident and near miss investigation and analysis, and give out improvement recommends.
PPE management and keep all related PPEs available for operation teams;
Make statistics for HSE related data such as noise, water, energy, waste, etc which related to HSE performance, compile and submit varies HSE report according to regulation and company requirements.
Support on HSE related coordination and preparation for expansion project, keep communication with authority to get project related permitting.
Keep supervision on operation, keep monitoring on project HSE performance, keep communication with each office, keep collecting HSE data.
Ensure that all records, documents are maintained according to the HSE procedures;
Coordinates safety assessments, and works to deploy corrective measures to continuously reduce site hazard risk profile, assist HSE manager to set Safety Action Plans and others as requested, to ensure meet the HSE requirements;
Support HSE manager to develop, translate and prepare HSE training material, plan and provide HSE training, coaching and support to all functions/teams.

MINIMUM REQUIREMENTS
Graduated with a University Degree in Bachelor of Science in Engineering preferably in Safety, Environment, English, Health Hygiene, industry Engineering or equivalent.
Internationally recognised Health and Safety qualification preferred.
Minimum 3 years experience in a Health and Safety position, preferably in the oil / gas and petrochemical industries.
Excellent coaching skills, with good ability to work effectively with other people and in teams.
Excellent communication skills and proficiency in English.
Computer software user's knowledge and experience.
