To be responsible for the overall management of the day-to-day efficient operations of all Facility Engineering activities and to supervise the service support elements under the facility management functions. Ensure the facility comply with the authority’s’ most current country and local codes and regulations.

  

Key Accountabilities

  

1. To ensure a high quality of service is maintained for Civil, Electrical and Mechanical systems at all times.

2. To advise, prepare and revise on policies and procedures for all facility engineering operational and maintenance activities from time to time when the situation arises.

3. To ensure continuous trainings are carried out to enhance the performance and productivity of the engineering personnel in order to meet the desired internal and external customers (patients and doctors) service quality.

4. To ensure the Facility Engineering department’s operational and maintenance budgets are controlled effectively and efficiently.

5. To provide management report on the performance of operational and maintenance activities on a monthly basis to the Administrator of Facility Management.

6. To provide advice on engineering, operational and maintenance matters to the Administrator of Facility Management.

7. To assist the Administrator of Facility Management on new projects and refurbishment works for the medical center.

8. To assist the Administrator of Facility Management on the continual introduction of new state of the art technology and to encourage the development of technical skill through well prepared and developed training programmes.

9. To assist the Administrator of Facility Management in ensuring that expert engineering support on operational and maintenance matters are provided to all users of the medical center’s facility.

10. To ensure that all scheduled routine predictive, planned preventive and corrective maintenance are carried out on the time.

11. To ensure all system and equipment servicing contracts are in place.

12. To ensure servicing contractors adhere to the service contractual specifications and obligations.

13. To ensure all emergency contingency plans are put in order at all times for the medical center.

14. To respond to breakdown maintenance within the specified response time required and establish its causes. Such incidents must be part of the monthly FM updates to the CEO.

15. To ensure the medical center utilities are maintained and operated in the most efficient and economical manner.

16. To implement energy and water conservation initiatives to achieve consistent savings throughout the lifecycle of the equipment and systems.

17. To ensure that the Computerized Maintenance Management System (CMMS) is maintained and update continuously.

18. To carry out other related duties as directed by the Chief Executive Officer.

                                    

Qualifications & Experience

1. Degree or Diploma in Engineering (Civil, Electrical, Mechanical or other related engineering discipline).

2. Minimum 7 years managerial relevant working experience in service industry with at least 2 years in healthcare facility environment (preferably).

3. Familiar with effective operations of mechanical and electrical services.

4. Familiar with the implementation of energy and water conservations programmes and initiatives.

5. Knowledge of hospital management and operation work flow processes is a plus.

6. Bilingual English / Mandarin.
