Responsibilities:
1. Recruitment
HR Planning – creation of Roles, Job Descriptions, etc. focusing on necessary skills and qualifications.
Investigate local talent information and availability
Coordination with potential service providers such as staffing companies
Actively recruit, interview and finalize all placements
2. Policy Development and Documentation
Coordinate with local leaders – the development of basic HR policy and process
Policy and process implementation through communication, documentation and training
3. Compensation & Benefits management
Build up and implement the remuneration management systems
Identify and build up partnership with local HR service vendors for benefits programs such as state social securities, commercial insurances programs etc.
Implementation of reward and recognition system within the JV organization.
Ensure compensation and benefit practices are legally compliant and market competitive.
4. Professional Development
Initiate and implement the professional development action plans
Prepare and implement annual training plans
Managing training agreements with employees and coordination with vendors
5. Performance Management and improvement systems
Build up and implement the performance management system
6. Employee safety, welfare, wellness and health
Responsible for Health and Safety for employees at the workplace and particularly management and prevention of risks involving:
working conditions (number of hours worked, physical conditions at the workplace, conformity with legislation, collective agreements, etc.),
health of employees at work and links with onsite health services (workplace accidents, job-related illnesses)
psycho/social risks
7. Employee Relations and communication
Developing and maintain healthy employee relations through effective communication with management and staff.
Review, establish and recommend Employee Relations policies and procedures
Advise the management team on issues relating to Industrial Relations, Collective Bargaining and Employee and union management Relations.
Ensure that all staff related policies, procedures and practices comply with local regulatory requirements
8. Administration Overall office management for cleaning, office equipments, drivers etc. Maintain well relations with local authorities.


Qualification:
1.Bachelor’s degree in Human Resources, Psychology or Communications (or equivalent).
2.Minimum of 5 years of experience as an HR Manager with a plus having worked in and had success implementing HR in a Joint Venture and/or startup business operations setting.
3.Excellent Chinese and English written and verbal communication skills.
4.The flexibility to thrive in a fast growing and therefore rapidly changing company.
5.Excellent interpersonal skills to liaise with a range of people from the Chinese Joint Venture and COMAC management to contractors, suppliers and production staff.
6.A superior understanding of people, interpersonal relationships and human behaviour. A positive, friendly, easygoing yet professional attitude in all dealings with stakeholders and colleagues.
