职位描述：
（一）土地利用总体规划
1、掌握园区内土地利用总体规划现状；
2、按照高新国土分局的要求，做好园区内土地利用总体规划调整工作。
（二）地籍事务管理
摸清园区内土地权属情况，形成地籍数据库。
（三）征地拆迁安置
1、掌握园区内国有土地和集体土地现状；
2、作为委托人代表协调高新国土分局、中和街道办事处，做好园区内征地拆迁工作；
3、作为委托人代表协调高投建设做好安置房建设工作；
4、与公司财务部共同做好拆迁进度款的审核和支付工作。
（四）土地报征
根据招商进度，向高新国土分局申请征地指标。
（五）土地利用（用地服务）
1、为市场部在招商过程中的土地政策解释提供支持；
2、办理基础设施和公建配套设施用地的用地预审和划拨供地手续。
（六）土地上市
制订年度供地计划。

岗位要求：
1、大学本科或以上学历，中级以上专业技术职称，土地管理、国土资源规划等相关专业；
2、五年以上相关工作经历；
3、具备相应的项目管理、法律法规知识等；
4、熟悉国家土地管理等相关法律法规及相关政策；
5、熟悉成都市征地拆迁、土地利用、土地招拍挂等条例、法规；
6、具有国土资源管理和一级土地整理的工作经历；

    中新（成都）创新科技园开发有限公司由中新双方合资组建，于2012年6月在成都高新区注册成立，具体负责新川创新科技园的总体规划、开发和招商。
    公司注册资本为2.97亿美元等值人民币，双方出资比例为50%：50%。合资双方分别为成都高新区管委会下属全资公司成都高新投资集团有限公司和新加坡新川投资控股私人有限公司。新川投资控股私人有限公司由新加坡淡马锡控股(私人)有限公司旗下的星桥控股私人有限公司（出资比例50%）与胜科城镇发展有限公司（出资比例50%）出资组建。
    新川创新科技园是新加坡和四川在中国西部合作的首个高科技产业发展集聚区、天府新区一号重点工程。项目选址于成都高新区南部园区内，地处天府新区核心区域。园区紧邻成都市南北交通大动脉——天府大道，距天府广场15公里、双流国际机场13公里、高新区中央商务区1.5公里。园区面积约10.34平方公里，规划居住人口12万人，从业人口12万—15万人。园区于2012年5月8日正式开工建设，建设周期为8年。
按照“产城一体”的总体规划理念，新川创新科技园将打造一个产业、生态、人文高度融合的创新示范城。建成后的新川创新科技园不但是中国西部高端产业聚集的标志性园区，更是一个人才荟萃，无论白天或黑夜，处处都可以感受到惊喜与活力的地方。
Sino-Singapore (Chengdu) Innovation Park Development Co., Ltd is a joint venture between Sichuan and Singapore and was incorporated in the Chengdu Hi-Tech Zone in June 2012. The company is responsible for SSCIP’s overall planning, construction and marketing.
The company’s total registered capital is USD 297 million. The investors are Chengdu Hi-Tech Investment Group Co., Ltd. (wholly owned by the Management Committee of Chengdu Hi-Tech Zone) and Singapore Sichuan Investment Holdings Pte Ltd, each with a 50% shareholding. The Singapore consortium members are Sembcorp Development Ltd and Singbridge Holdings Pte Ltd (wholly owned by Temasek Holdings (Pte) Ltd) with a 50% shareholding each.
The Singapore-Sichuan Hi-Tech Innovation Park (SSCIP) is the 1st hi-tech industry cluster jointly developed by Singapore and Sichuan Government and is appointed the flagship project of Sichuan’s “Tianfu New Area”. SSCIP is located in the South Park of the Chengdu Hi-Tech Zone and the core district of the “Tianfu New Area”. The park is right next to Tianfu Boulevard – the key north-south transport artery of Chengdu. It is located 12km from Tianfu Square (centre of metro Chengdu), 13km from the Shuangliu International Airport, and 1.5km from the Chengdu Hi-Tech Zone's central business district. The SSCIP covers an area about 10.34 km2 and the project aims to attract a residential population of 120,000 and an employed population of 120,000 to 150,000. The Groundbreaking Ceremony of SSCIP was held on May 8, 2012 and the project will take approximately 8 years to complete.
 Based on the overall planning principle of integrating industry with urban living, SSCIP is set to become an innovative model city where industry, ecology, culture and humanity all co-exist in perfect harmony with one another. SSCIP will not only set the benchmark for high value-add industry clusters in Western China but also become a vibrant place where talents from around the world congregate, and where people can experience pleasant surprises everywhere, day and night.
