职位描述：
1. Business structure linkage (Part of process or organization)
Senior Talent Management Specialist reports directly to Senior HR Manager – China Engine Plant (CEP).

2. Purpose
Lead all aspects of Talent Management to support people capability matching business commitments for CEP.
From a customer perspective; Lead, drive and secure delivery of Human Resources (HR) activities and processes through managers in their area of responsibility.

3. Main Tasks / Responsibility
Align with Volvo Car China TM to develop the Talent Management Strategy and plan for CEP to achieve or maintain a competitive advantage in the market place and support the delivery of business success.
? Providing and implementing frameworks, processes and procedures to ensure consistent execution of the strategy in CEP
? In cooperation with Volvo Car China TM develop and implement new HR products and services to support the business needs
? Continue to develop the cooperation with local technical schools & universities in depth
? Ensuring the delivery of external and internal recruitment, managerial recruitment and development, learning needs analysis and training plan implementation
? Offering specialist advice to HR and the business
? Competence management and developing talent
? Employee engagement
? Employee survey analytics
? Succession planning
? Diversity & Work Culture
? Employee retention and employee outplacement
? Operate according to company compliance standards, terms and instructions.
? Translate business needs/improvement areas into HR requirements.
? Secure implementation of identified strategic HR activities.
? Communicate overall HR services and policies to management.
? Together with management team, initiate and drive HR Customer Projects.
? Secure and follow-up delivery of HR Center of Expertise services.
? Drive recruitment activities to meet requirements from each Dept.
? Advise and facilitate line managers by fostering effective communication, methods, tools, processes and policies in the following key HR focus areas:
(The focus within the key areas will vary depending on the business needs.)
? Development in the areas of organization, leadership, and competence
? Performance Management
? Resource Planning and staffing
? Personnel Administration
? Labor Affairs
? Lead the delivery of HR Business Plan through optimal use of HR expertise and services, in order to meet the business priorities (translates business needs into HR requirements).
? Accountable for HR deliverables according to CEP objectives and master plan (customer perspective).
? Member of a BU Management Team.
? Other designated tasks from the Senior HR manager.

4. Authority
Authorize according to delegated authorities for respective function.

5. Competence Requirements
? University Degree in Human Resources Management, or equivalent.
? Over 8 years of HR experience or 5 years of HRBP experience in manufacturing industry.
? Cross cultural competence.
? Strategic ability.
? High level of understanding of all HR processes and policies.
? Extensive experience within Talent Management, Organizational & Competence Development, and Resource Planning.
?？Excellent knowledge and experience of Talent Management system and relevant tools.
? Knowledge and experience of change management tools, processes and its impact on organizations and individuals/teams.
? Knowledge and experience of recognized coaching tools.
? Fluent in English, oral and written.
? Experience from working in an international environment.
? Excellent communication and coordination ability.
? Ability to run change management processes.
