This position is based in Nanba, Dazhou City. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid over 12 month period. Please provide CV in English.

Describe Scope Factors

The position works as the functional unit of the Emergency Response Team (ERT) involved in the support of all Community Engagement Activities. The Community Operations Specialist shall have the ability to make independent judgments'in the field in the absence of supervision. Planning and responding to all Community Related emergency incidents as a representative of the CDB HES Department. Response actions are guided by CDB Emergency Response Plans, Site Specific Emergency Response Plans (SSERPs), and the Field Operators Guide for Onsite Response Teams (FOG).

Job Responsibilities

Manage Community Emergency Response Activities related to CDB Drilling & Completions and Operational Activities:

* Address emergency evacuation planning with well-sites covering a 50 square kilometer area:

* Plan and provide activities required for community readiness for alarming, notification, and evacuation of the effected surrounding communities during all well activities.

* Planning includes authoring/co-authoring (with CDB Security) all Community Risk Management Plans (CRMP)s designed to clearly identify the risk mitigation measures and emergency response actions necessary to ensure the safety of the community residents impacted by any CDB Drilling or Field production operations.

* Ensure all activities meet criteria of the local government and CVX evacuation protocols.

* Partnering with operations, PGPA, security, D&C, and other CDB departments to ensure the safe operations for all CDB personnel and local residents impacted by Drilling & Completions and Operational activities.

* Work with third party contractor to facilitate implementation of designed evacuation plans

* Contribute to the long-term well-being of local communities in which CDB operates by promoting local community's awareness of potential safety, health , and environmental issues and building its capacity in addressing these issues.

* Developing and assisting the Incident Command structure and coordinating ERP and project response.

* Coordinating and developing site drills and critiques

* Identify and manage risks

* Liaison between CDB and the various levels of impacted governmental agencies.

Manage Free Flow of Information between all Stakeholders:

* Working with customers to identify main priorities and developing and executing plans for improvement in community engagement activities

* Providing management periodic documentation and reports on ERT activities

* Establish and maintain working relations with appropriate government institutions

Manage Community Engagement Activities:

* Develop communication plan and proactively and strategically interact with affected people (external stakeholders) to familiarize them with our projects. The communication medium must address safety, health, the environment, and the well-being of the community

* Foster ongoing two-way communication with employees, contractors, regulatory authorities and communities to address potential safety, health, environmental, and other concerns related to operations, facilities, and products.

* Ensure a process is in place to familiarize interested parties with the facility, its operations, and products, as well as efforts to protect safety, health and the environment.

* Manage the inventories of all Community Engagement or Emergency Evacuation items such as muster point windsocks, signage, community evacuation brochures, etc.

HES Department Support

* Provide management periodic documentation and reports on Community Engagement activities

* Establishing and maintain working relations with appropriate government institutions and local response organizations to ensure strong community relations

* Performing assignments given by HES Supervisor and Project Management

* Identify and develop HES department documents as required by the HES management team

Provide budget requests to HES department annually to meet community engagement needs

Required Skill Sets:

* Ability to communicate effectively verbally/written with residents of local communities

* Develop Emergency Response Plans specific to the communities where CDB conducts operations

* Develop instructor level skills

* Ability to read maps and landscape

* Ability to communicate with local government officials on a routine basis

* Requires the ability to learn and understand basic to complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to the job of Community Operations Specialist

* Strong computer (i.e. Word, Excel, Visio, Power Point) and organization skills are required

* Ability to write documents with proper format, punctuation, spelling and grammar, using all parts of speech in English and Chinese.

Requirements

* Bachelor degree or above.

* Good English skills are required.

* Computer Skills required (word, excel, PPT)

* Demonstrated prioritization skills and process oriented approach to problem solving are desirable.

* Must be physically able to hike mountainous foot paths for short durations (1-3 hours).

* Must meet the Company's Fitness for Duty requirements which include an initial medical and physical assessment and annual reassessments.
