Describe Scope Factors

HES Specialist, General (CHESM/BBS Coordinator) will work within the CDB HES Operations team to support sour gas field operations in the Chuandongbei block (Chuandongbei Block includes the Tieshanpo, Dukouhe, Qilibei, Gunziping and Luojiazhai natural gas fields) that include: 53 well site locations covering nearly 2,000 square km, gathering systems handling up to 740 MMSCFD, and two H2S Gas Purification and Sulfur processing plants.
Job Responsibilities

CHESM - Coordinates CDB's Contractor HES Management (CHESM) Data Process
* Verifies contractor data is entered and tracked accordingly within the CDB CHESM database.
* Engages with Contract Owners /Representatives to ensure CHESM database and Tracking spreadsheet accurately reflects the status of required CHESM activities.
* Monitors associated timelines for compliance with audit and review scheduling.
* Advises HES Ops Supervisor and CHESM Process Advisor of any discrepancies or deficiencies in communications with contract owners.

BBS - Champions CDB's Behavior Based Safety (BBS) Deployment and Execution
* Assumes role of primary resource for BBS related field activates.
* Serves as Field Steering Committee Chairman. Works closely with BBS Process Advisor / Sponsor to ensure required elements of the CIEP BBS Process are incorporated into the Field execution plan.
* Serves as the primary BBS Trainer for the Field. Actively engages with a cross section of Field personnel (Management/Supervisors/Workers) to increase BBS fluency and provide coaching and support.
* Ensures that data analysis is performed, and Action Plans are developed to address At-Risk Behaviors.
* Monitors database for integrity and generates appropriate reports as required to effectively communicate BBS status to workforce.
* Oversees data entry of BBS observation cards.

Hazcom - Coordinates HAZCOM implementation in the Field
* Ensures that Chemical Inventory is maintained and MSDSs are available in dual language for all required products.
* Works closely with Hazcom Process Advisor to ensure requirements of Hazcom process are effectively working in the Field. Serves as primary reviewer for all new Chemical/Product requests.
* Provides guidance to Contract Owners / Representatives on the Hazcom requirements that Contractors are responsible to comply with (per the CHESM Process).
* Leads annual Field audit of Hazcom process.

Field Support/Professional Development
* Serves as primary contact for (TBD) group on day to day HES issues for the purpose competency development.
* Will participate in field visits, reviews and audits as assigned. Maintains computer skills (Word, Excel, Visio, PowerPoint) to a level that supports job requirement needs for developing quality reports, presentations, and analysis of data.
* Must be able to work well with others in a team environment, both within and outside CDB.
* Performs various assignments as designated by Lead HES Specialist.

Requirements
* Bachelor degree or above.
* Fluent English speaking and writing skills are required.
* Computer Skills required (word, excel, PPT)
* Work locations may vary between multiple sites in different geographic locations that are situated in remote mountainous regions with logistical challenges.
* Strong presentation skills required with the ability to interface effectively with CDB HES Operations/MCP customers, contractors, community, government and regulatory officials.
* Experience preferred in ability to interface effectively with 3rd party entities, contracts, BBS, and field auditing.
