职位描述

This position is based in Nanba, Dazhou City. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid over 12 month period. Please provide CV in English.

Describe Scope Factors:
Lead HES Specialist will provide supervision to the Emergency Response Team (ERT) for both emergency and non-emergency operations, operating out of two fire stations (Nanba & Tieshanpo) to support sour gas field operations in the Chuandongbei block (Chuandongbei Block includes the Tieshanpo, Dukouhe, Qilibei, Gunziping and Luojiazhai natural gas fields) that include: 53 well site locations covering nearly 2,000 square km, gathering systems handling up to 740 MMSCFD, and two H2S Gas Purification and Sulfur Processing Plants.

Provide emergency management support for all community related activities, and training to facility employees or community residents.

Response actions are guided by CDB Emergency Response Plans, Site Specific Emergency Response Plans (SSERPs), and the Field Operators Guide for Onsite Response Teams (FOG).

Job Responsibilities Emergency Response Team Supervision, Leadership, and Development:
* Provides work direction and administers the PMP process and career planning for national staff.
* Fosters teamwork and effective communication among staff and peers.
* Demonstrates OE behaviors and upholds all applicable laws and regulations.
* Ensures a high performance committed team by providing training to address site gaps and keep skill levels current with demands.
* Develops ERT training plans to ensure that all ERT members receive the appropriate amount of training in the focus areas.
* Establishes a quality improvement process for drills that incorporates customer input and planning. Drills shall include scenarios to assist the ERT in obtaining the annual training requirements.
* Provides the following Training - H2S/SCBA, fire safety and fire extinguisher training, fire watch, gas detector use.
* Participates in developing and implementing the Incident Command structure and coordinating Emergency Response Plan (ERP) and project response. Develops and coordinate site drills and critiques.
* Ensures hands on training and tactics provided to ERT members also include instruction and practice on the specific measures needed to affect site command and control, ensure safety, engage in site management, and engage in effective communication as described in the site ERP.
Maintain Emergency Response Readiness:
* Ensures equipment inspection, maintenance and testing processes are up to date and include all the equipment that the ERT maintains.
* Develops managerial system that documents these equipment checks. Provides recommendations to projects for improved response.
* Develops Emergency Response Plans specific to the communities where CDB conducts operations. Develops instructor level skills.
* CDB Emergency Response Management:
* Performs specialized duty work functions in preparing for and responding to fire/medical emergency situations at the CDB plant and off-site locations.
* Implements fire-fighting pre established unit specific tactical and response plans, fire prevention, initial assessment and suppression, and equipment inspection, maintenance and testing.
* Manages Rescue Operations - confined space, high angle rescue, gas release rescue, and search and rescue.
* Develops skills and specific plans through competency based training. * Supervises spill response- flammable liquid spills, hazardous chemical response activities.
* Is familiar with the contents of Incident Command system and its application to specific Emergency Response Plans. Ensures emergency response activities follow the OE operating procedures for On-scene response teams, SSERPs, and CDB Emergency Response Plans.
* HES Department Support
* Works with customers to identify main priorities, and develop / execute plans for improvement in emergency response.
* Maintains computer skills (Word, Excel, Visio, PowerPoint) to a level that supports job requirement needs for developing quality reports, presentations, and analysis of data. Provides management periodic documentation and reports on ERT activities.
* Establishes and maintain working relations with appropriate government institutions.
* Performs assignments given by HES Superintendent and Project Management.


Requirements
*Meet the Company’s Fitness for Duty requirements which include an initial medical assessment. A detailed description for such requirements will be provided to the candidate prior to the interview;
*Must maintain a Fireman Level III Certification or obtain one after completion of the required training within two months (Note – training is arranged by Company and at Company expense);
*Must be able to obtain and maintain an driving permit applicable for the candidate’s job, including the operation of an emergency truck or car as the case might be;
* Bachelor degree or above;
* Good communication skills and ability to handle multiple tasks, execute under strict timelines;
* Good team work;
* English speaking and Writing skills are required for this position. Work locations may vary between fire stations in different geographic locations that are situated in remote mountainous regions with logistical challenges.
Experience preferred for emergency response activities related to fire, confined space rescue, vehicle extrication, high/low angle rescue and emergency medical care
