This position is based in Nanba, Dazhou City. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid over 12 month period. Please provide CV in English.

This position is responsible for CDB Emergency Management Development, Emergency Response Team Development, Well Intervention and Community Evacuation Planning, CDB Facilities Emergency Response Operational Readiness.

* Provides work direction and administers the PMP process and career planning for national staff.

* Fosters teamwork and effective communication among staff and peers. Demonstrates OE behaviors and upholds all applicable laws and regulations.

* Ensures a high performance committed team, by providing training to address site gaps and keep skill levels current with demands.

* Develops Gas Safety training plans to ensure that all Gas Safety members receive the appropriate amount of training in the focus areas (i.e. breathing air; gas detector, maintenance, repair, troubleshooting and calibration per industry standards).

* Responsible for tracking of all documentation relating to above mentioned tasks as per industry standards.

* Establishes a quality improvement process for drills that incorporates customer input and planning. Drills shall include scenarios to assist the ERT in obtaining the annual training requirements.

* Provides the following Training-H₂S/SCBA, fire safety and fire extinguisher training, fire watch, gas detector use.

* Participates in developing and implementing the Incident Command structure and coordinating Emergency Response Plan (ERP) and project response. Develops and coordinates site drills and critiques.

* Ensures hands on training and tactics provided to ERT and Gas Safety Team members also include instruction and practice on the specific measures needed to affect site command and control, ensure safety, engage in site management, and engage in effective communication as described in the site ERP

* Addresses emergency evacuation planning for 55 wells at 43 different well site locations.

* Plans and provide activities required for community readiness for alarming, notification, and evacuation of the surrounding communities during all CDB Drilling and Completions (D&C) and Field Production operations.

* Planning includes authoring/co-authoring (with CDB Security) all Community Risk Management Plans (CRMPs) designed to clearly identify the risk mitigation measures and emergency response actions necessary to ensure the safety of the community residents potentially impacted by any CDB operations.

* Ensures all activities meet criteria of the local government and CVX evacuation protocols.

* Partners with Field Operations, PGPA, Security, D&C, and other CDB departments to ensure the safe operations for all CDB personnel and local residents adjacent to operational activities.

* Establishes and maintains working relations with appropriate government institutions and local response organizations to ensure strong community relations.

* Prepares and manages annual budget to support gas safety and community engagement needs.

* Engages with customers to ensure needs are understood and met. Maintains / updates Gas Safety equipment inventory and ensures equipment / spares are ordered in a timely fashion. Maintains proficiency in emergency response capability to support ERT.

Takes the lead in preparing and responding to Gas / Confined Space Entry (CSE) and operational emergencies. Provides insight and support to CSE fresh air jobs when required.

* Meet the Company's Fitness of Duty requirements which an initial medical assessment. A detailed description for such requirements will be provided to the candidate prior to the interview.

* Must maintain a Fireman Lavel III Certificate or obtain one after completion of the required training within two months (Note - training is arranged by Company and at Company expense).

* Must be able to obtain and maintain an driving permit applicable for the candidate's job, including the operation of an emergency truck or car as the case might be.

* Good English skills are required.

* Strong technical background preferred. This position is responsible for supervision and leadership of the Gas Safety Team during both emergency and non-emergency activities and the management of all Community Emergency Response Activities. Work locations may vary between fire stations, well site locations, and gathering and processing facilities in different geographic locations.

* Computer Skills required (word, excel, ppt)

* Demonstrated prioritization skills and process oriented approach to problem solving are desirable

* Must be physically able to hike mountainous foot paths for short durations (1-3 hours).
