This position is based in Nanba, Dazhou City. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid over 12 month period. Please provide CV in English.

* Provides day-to-day supervision to the field HES Operations Staff, administers PMP's and provides leadership for OE/HES and incident-free operations.

* Develops and implements OE strategies and processes to support the Chuandongbei Gas Project Strategic intents and champions/drives the integration of OE into the CDB Project daily field operations activities to achieve world-class performance.

* Provides subject matter expertise to the CDB Operations Leadership and CDB HES specific implementation plans and procedures.

* Lead HES Environmental Specialist will direct CDB HES Operations Environmental team to support sour gas field operations in the Chuandongbei block (Chuandongbei Block includes the Tieshanpo, Dukouhe, Qilibei, Gunziping and Luojiazhai natural gas fields) that include: 53 well site locations covering nearly 2,000 square km, gathering systems handling up to 740 MMSCFD, and two H2S Gas Purification and Sulfur Processing Plants as they relate to environmental impact and regulatory compliance.

* Provide environmental management support for all community related activities and training to facility employees or community residents.

* Strategic planning, scope development, implementation of project site assessment and remedial action for soil/groundwater.

* Provides leadership and management of consultants/contractors including commitment to Operational Excellence and Safety and Environmental issues.

* Provides work direction and administers the PMP process and career planning for national junior environmental staff.

* Fosters teamwork and effective communication among staff and peers.

* Demonstrates OE behaviors and upholds all applicable laws and regulations.

* Ensures a high performance committed team by providing training to address team gaps and keep skill levels current with demands.

* Establishes a quality improvement process for environmental team reviews and audits that incorporates customer input and planning. Assists with environmental related negotiations between property owners, and government provincial/local regulatory agencies.

* Functions as subject matter expert on environmental regulations and coordinates project activities to ensure compliance.

* Coordinates the preparation and submittal of reports to regulatory agencies - permit applications, renewals, monitoring and compliance reports.

* Develops and coordinates compliance strategies for both routine operations and long term planning.

* Provides technical expertise in environmental training, policy development and legal/regulatory matters.

* Assists CDB operations in implementing regulatory programs by developing and assisting in writing standards, procedures and/or instructions.

* Evaluates effectiveness of environmental compliance through field reviews.

* Maintains good working relationships with regulatory agencies.

* Communicates complex regulatory compliance requirements in understandable terms.

* Works with ERT to develop Emergency Response Plans specific to the communities where CDB conducts operations.

* Maintains computer skills (Word, Excel, Visio, PowerPoint) to a level that supports job requirement needs for developing quality reports, presentations, and analysis of data.

* Provides management periodic documentation and reports on Environmental department activities.

* Must be able to work well with others in a team environment, both within and outside CDB.

* Performs assignments given by HES Superintendent through HES Operations Supervisor.

* Proficiency in the English language and writing skills are required for this position.

* Work locations may vary between multiple sites in different geographic locations that are situated in remote mountainous regions with logistical challenges.

* Experience preferred for Environmental Sciences, Remediation, or Environmental Emergency Response.
