Job Responsibility:
-) Business Office Team Management:
1. Lead and manage a team of13 -15 staff team in analyzing and reducing the Insurance AR, Self-Pay and Corp AR.
2. Review and write Parkway China's existing SOP and policies to ensure they are align with the best practices.
3. Review and write the current BO CMS (Clinic Management system) processes & recommend improvement to increase efficiency and effectiveness of the BO team e.g. to include their Payment Reference ID in their EOB Batch which make auto match/reconciliation to Bank Remittance easier.
4. Review AR days, Revenue trending, Monthly AR Aged Reporting, Unallocated Remittances and highlight issues and resolution to management.
5. Identify irregularities in the AR report e.g auto deduction of discounts upon remittances, waiver of co-pay and etc..
6. Conducts weekly / monthly departmental meeting to review and discusses collection & operational issues.
7. Attends RSLT meeting pertaining to AR matters. Review RSLT AR slides and identify issues , highlight concern and actions plans.
8. Propose insurance companies / cases to CEO for meetup or even legal proceedings follow-up.
9. Review and submit monthly report to CEO for write offs if any.
10. Appraise staff under his/her purview.

-) Insurance Accounts Receivables:
1. Lead and manage the BO Account Management team to meet Insurance Accounts Receivables KPI (turnaround time for EOB Batch Posting, Remittance reconciliation and etc).
2. Train the Insurance Account Management Leaders to liase diplomatically with the Insurance in collection matters and follow up on claims' status.
3. Liase with all major Insurance AR and identify areas of improvement which can enhance reliability and accuracy of the AR balances e.g. MTD Transactions Reconciliation.
4. Setup actions plans to improve Insurance AR collection and reduce the AR days e.g. increase the frequency of collections from Cigna CMC to twice a month instead of monthly.
5. Review the weekly Insurance AR follow-up progress report with the Insurance Account Management Team.
6. Setup execution and actions plans to allow Consolidate Remittances by Insurance AR (PRC companies only) i.e. insurance remits to 1 clinic instead of 8 clinics when they pay Parkway China. To get KPMG's tax advice before kick off.
7. Review Statement of Accounts before they are sending to the respective Insurance AR.
8. Review pre-billing verification process improvement and setup exclusion lists for major insurance.
9. liase with Insurance AR via email, fax and telephone to inform on payment due and overdue payments. Assist Insurance AR with any billing and claim documents queries.

-) Self-pay AR collection:
1. Setup actions plans to improve Self-pay AR collection and reduce the AR days e.g. Pre Authorization via POS or direct charge to credit card via manually key in.
2. POS Pre authorization Machine - implemented wef 1st Aug 2011, need enhancement to increase the utilization rate of POS Pre authorization.
3. Review Self-pay Accounts Receivables Report.
4. Review Statement of Accounts before they are sending to the respective Self-pay AR.
5. liase with Self-pay AR via email, fax and telephone to inform on payment due and overdue payments.
6. Assist Self-pay AR with any billing and claim documents queries.

-) Corporate AR:
1. Setup actions plans to improve Corporate AR collection and reduce the AR days.
2. Review Corporate Accounts Receivables Report with marketing team if necessary.
3. Review Statement of Accounts before they are sending to the respective Corporate AR.
4. Liase with Corporate AR via email, fax and telephone to inform on payment due and overdue payments.
5. Assist Corporate AR with any billing and claim documents queries.

-) Clinic billing and Claims administration and management:
1. Clinics - review the pre billing verification/ pre-certification and its enhancement.
2. Clinics - review claims verification process and its enhancement.
2.1) Provide training to Claims team and improve Claim Verifications by clinics before they are sending to BO.
2.2) Reduce high rate of insurance claims pending for submission due to incomplete information.
2.3) Set KPI for Insurance Claims Submission process to significantly reduce the re-submit and re-claims.
3. Regular review and set up exclusion list for insurance companies.
4. Packages pricing and costing review - price setting in CMS and justification for discounts off regular prices.
5. Review of online cancellation and offset forms.

Requirement and Qualification:
-) Bachelor degree or above (Major in Finance, insurance or Maths related will be advantage).
-) Good at analysis and logic thinking.
-) At least 5-8years working experience in MNC and familiar with BO operation.
-) Fluency in both written and oral english.
-) Good presentation skills and communication skills.
-) Leadership (experience of management of team will be advantage).
-) Good interpersonal skills.
