Purpose of the Job
1. To ensure accurate and punctual payroll and IIT declaration.
2. To work with HR manager for recruiting issues
3. To maintain HRMS database and drive ALPS deployment.
4. To improve training efficiency.
5. To ensure routine HR work in line with ALSTOM processes.

1. Internal: Functional department managers; HR dept. of ALSTOM
2. External: Chinese social security bureau; Arbitration bureau; Shanghai Personnel bureau; Bank; Shanghai Housing Fund Centre; Contracted company(providing temps)

Mission
Objectives
1. To plan and perform in a manner that will optimize HR resources, improve the efficiency, help achieve the mission and goals, and result in outstanding and profitable work.
Performance Measurement
2. Payroll delivery accuracy
3. Data in ALPS and other HR tools maintenance accuracy
4. Other measurement KPIs in annual performance review

Responsibilities
1. C&B: Be responsible for monthly payroll, IIT calculation, and social benefits and so on. Ensure accurate and timely payroll administration as well as follow the required legal guidelines. Assist HR Manager on salary review and salary survey data input.
2. Recruitment: Be responsible for recruiting coordination issues, and be in charge of recruiting activities step by step.
3. Training: Be responsible of training needs collection & consolidation, implementation of training plan, and training record keeping
4. Personnel administration: Be responsible for employee relationship, such as expatriation process ,hiring procedure, on-board checklist collection, orientation to new employees, labour contract follow-up, expatriate housing, exit process, monthly HC report and HR KPI report
5. HRIS maintenance: Be responsible of the quality of ALPS data input & update
6. Internal Communication: Be responsible of communication of HR policies and procedures to multi-level staff to ensure compliance with company requirements and labour law

Requirements
1. Bachelor degree in Human Resource Management or related.
2. 3+ years HR specialist working experience in a manufacturing environment
3. Familiar with Chinese Labour Law and relevant regulations
4. Strong communication and interpersonal skills.
5. Independent and good at problem solving.
6. Initiative, innovative & sense of accountability.
7. Fluent in English spoken and written.
