About ParkwayHealth Chengdu Hospital

ParkwayHealth Chengdu Hospital is a 350-bed modern multi-specialty hospital by Parkway Pantai, one of the largest integrated private healthcare providers in Asia. Slated to open in 2017, the hospital will leverage Parkway Pantai’s over 40 years’ experience in operating world-class hospitals to provide specialised care and clinical services to a catchment of 148 million residents in Chengdu and other cities in Sichuan and Western China.

IHH offers the full spectrum of integrated healthcare services from clinics to hospitals to quaternary care and a wide range of ancillary services including medical education. ParkwayHealth Chengdu Hospital marks IHH and Parkway Pantai's first foray into Western China. The hospital is strategically located in the Perennial International Health and Medical Hub which is directly linked to the Chengdu East High Speed Railway Station and well connected by air and road to other parts of China.

OBJECTIVE OF ROLE

The Project Manager (PM) is to assist and report to the Head of Project Management (China) and Group Project Management Office (Singapore) the Gleneagles Chengdu Hospital’s development. The scope includes coordinating and managing all consultants, site supervisors, contractors, specialist vendors as well as agents to successfully complete the development and meeting the set targets.

MAJOR DUTIES AND RESPONSIBILITIES

SPECIFIC (80%)
1. Assist and report to assist and report to the Head of Project Management (China) and Group Project Management Office (Singapore) on all project management related works to ensure project is completed on time and meeting set objectives.
2. Assist in managing the development and construction with regards to specifications, schedule, and budget, various quality as well as safety requirements. Coordinate and assist in the engagement between the consultants, contractors and users.
3. Required to perform variety of tasks including coordinating all resources and stakeholders, setting deadlines, assigning responsibilities, monitoring progress, summarizing and communicating the progress of projects.
4. Direct and manage the project management consultant team.
5. Develop full scale project plans and associated communication documents.
6. Communicate project expectations to team members timely and in clear manner. Guide Project Team to ensure all company policies and project requirements are complied with.
7. Delegate tasks and responsibilities to various project personnel.
8. Define project success criteria and disseminate to involved parties. Mentor, motivate and supervise project team members and contractors, and motivate them to proactively manage their project scope, identify potential issues and problems and develop proposals and contingency plans.
9. Liaise and coordinate with Management, authorities, consultants and agents to obtain permits and approvals necessary for the timely progress of the project.
10. Plan and assess the resources to achieve project goals. Help develop and input for yearly development budget and monitor closely to manage budget, including cost control measures, budget changes.
11. Develop best practices and tools for project execution and management. Plan and schedule project timelines and milestones using appropriate tools. Identify and manage project dependencies and critical path. Track project milestones and deliverables
12. Develop and deliver progress reports, proposals, requirements documentation, and presentations.
13. Implement and ensure all appropriate proposals and requirements are meeting specifications and in accordance to relevant standards; e.g. JCI, Safety, Infection Control, Sustainability Management and Quality.
14. Organise consultant teams, contractors, specialist suppliers and other relevant parties to prepare for various independent and final mandatory inspections to ensure timely clearances and meeting key milestones.
15. Manage testing and commissioning of various equipment and services, training and handing over to Facilities Management team.
16. Conduct project post mortems and put up a recommendation report, identifying successful and unsuccessful project elements.

GENERAL (20%).

Develop budgets for new projects or upgrading works and associated implementation schedules as directed.
As needed, assist to organise Quotation or Tender/Request for Proposal (RFP), help develop appropriate evaluation criteria. Manage evaluation and draft approval paper and follow up work.
Any other duties as assigned by the department and Management.

EDUCATION, TRAINING AND EXPERIENCE

1. Candidate expected to have relevant Degree in Engineering, Architectural, Quantity Surveying, Project/Construction Management, Building Estate Management or equivalent.
2. Candidate should have at least 8 years’ working experience in managing fairy large scale developments and construction, preferably in healthcare and/or international company joint venture projects. 举报 分享
