职位描述
1. Purpose
The Internal Control Manager is responsible for improving unit's control environment, deploying global policies, initiate and review local policies, as well as ensure units having compliance of standard policies, procedures and processes. Internal control manager is the management representative for compliance and control related issues and reports directly to the top management of the unit and through a matrix structure to the Area Finance Director and/or Global Chief Financial Officer.
The unit Finance Director has the ultimate ownership of control management and is responsible for the organization of management and mitigation of risks that can threaten the achievement of unit's business objectives and compliance.

This section includes the responsibilities and key activities that the Internal Control manager is either accountable or responsible to execute.
Responsibilities and key activities
Control Environment Management
? Planning for internal controls compliance
? Actively interact with corporate/area/unit leaderships team and internal/external auditors
? Regularly visits each region/unit to assist establishing processes and policies implementation to ensure control infrastructure is effective and efficient
? Maintains unit control management action plan and ensures implementation of corrective management actions
? Reports and escalate unit control failure or incompliance to area leadership and global leaders
Policies and Procedures management
? Acts as main stakeholder to maintain policies & procedure into repository
? Assist in preparation key controls on a regular basis and assure maintenance of audit trail
? Review key controls on regular basis and when it's necessary for business changes, adapt and inform control holders accordingly
? Review and modify key control customization, including identifying all applicable control procedures, design alternatives and get approval from area/corporate cycle owner.
? Implementation of global policies and processes initiatives into unit level
? Manages and provides training to unit personnel on controls procedures
Leadership / people management
? Supports increase of compliances/controls awareness within the unit's personnel.
? Continuously promotes and leads improvements of THE COMPANY's control awareness in the unit.
? Act as a change agent sharing best practice
? Supports key stakeholders in the unit in creating and maintaining needed competence and compliance awareness amongst employees and sub-contractors.
? Ensure that there are appropriate policies and procedures in place to reflect the "tone at the top" relate to ethics, compliance with applicable laws and regulations, and financial controls

? Complete project in a timely and completion basis

? Constantly keep all policies and procedure repository up to date
? Draft and initiate necessary policies and procedure modifications and creation, and get approval by related parties
? Provide constant education of any new or modified process and policies

Has understanding of the direct and indirect impacts of control environment to THE COMPANY'S business.
Is able to view risks and opportunities from different angles and is not afraid to highlight risks involved in various initiatives and business cases. Presents own viewpoint in a diplomatic way but has enough self-confidence to hold his/her ground when making decisions.

? Fluent written and spoken Chinese and English
? University degree (masters or bachelor) in business or finance related discipline
? At least 10 years professional working experience and at least 3 years from CPA firm auditor experience, big 4 experience is a plus
? Managerial position experience is preferred
