Our client is a leading manufacturer of glass container from US. To cope with the fast growing steps, on behalf of our client, Collars Consultants is looking for qualified candidates with high motivation to join the winning team:
Position: HR & Admin Manager
Report to: China HR Director
Location: Dongtai
Position Purpose Statement:
l This position will work closely with Dong Tai Green Field project team & regional functional team to build the organization structure, recruit the workforce & execute the training plan per schedule to make sure the smooth & successfully operation of new site.
l After the operation of new site, this position will be based in Dong Tai site and responsible for the overall HR work of the site.
Major Accountabilities:
l Human Resources Responsibilities:
n Design & Implement the organization structure of Dong Tai Green Field site based on the requirement of business operations & corporate standard.
n Implement the recruitment plan based on the defined manpower requirement in a phase basis
n Implement the training plan for the new staff in a timely basis and monitor the training effectiveness based on the training requirement.
n Establish, update HR regulations and policies based on the laws & regulations as well as functional
n Coordinate the performance evaluation system, development plans, succession planning for the plant in line with corporate guidelines. Ensure effective union and employee relations and systems.
n Ensure compensation and benefits systems which effectively provide balance in meeting all organization needs of cost effectiveness and employee attraction, retention and satisfaction.
n Ensure staffing process that yield hiring, selection, promotion, demotion, reassignment decision in collaboration with managers that fairly, timely and accurately get the right person to the right place at the right time to meet business needs.
n Establish and maintain good industrial and government relations. Prepare and conduct negotiations with unions and implement enterprise agreements for the plant.
n Establish and maintain complete and accurate personnel records to meet company and statutory requirements.
n Overall management of HR/Payroll system for the site, including maintenance of the records, and continuous improvement to meet the business requirements.
n Build & train the local HR team
l Administration Responsibilities:
n Overall management of office supplies, uniform, and personal protective equipment for the site.
n Overall Management of other administration required, including canteen catering service, car pool service, shuttle bus service, green area maintenance etc. for the site.
l House-keeping & Security Responsibilities:
n Manage the housekeeping, hygiene program for the site including organization and leading of monthly house-keeping audit according to the company requirement, recording, reporting and taking actions accordingly
n Initiate and implement company security policies to ensure the security of company property and employees.
n Coordinate and monitor the performance of the out-sourced security company to train, develop and manage the out-sourced security team to meet company requirement
Requirements:
l More than 8 years working experience with at least 5 years in overall HR & Admin management and 3 years in safety production management, experience in a multi-national manufacturing company or a joint venture is a must.
l Local labor laws and regulations, safety production laws and regulations, communication skills and basic HR process training
l Very solid people management and conflict-solving skills, good demonstration of team leadership skills, able to identify HR issues in the company with a strategic view, comfortable to communicate with people at all levels with different education and family background within an organization, good people development and training skills, strong responsibility and sense of following the company rules and regulations, fair treatment to all managers and employees
l Good English & Chinese writing skills, familiar with PC operation, basic knowledge of SAP system, workers compensation legislation, training and development skills.
Successful candidates will be offered long-term development programs and career development plans, which allow them to grow into more senior positions.
