United Nations Children’s Fund is seeking a
Social Policy Officer
at NO-B level for a temporary 6-month appointment in Beijing
UNICEF China’s Social Policy and Reform for Children (SPARC) Section leads work on child poverty, social protection, public financial management for children and governance. We are now seeking an additional staff to support the delivery of results to strengthen the capacity of government partners to identify and measure child poverty, and to use evidence to design, implement, monitor and resource plans.
Main Responsibilities
? Provide support on child poverty, drafting and delivering presentations, providing inputs to reports and ensuring mainstreaming of child poverty analysis
? Manage the relationship with the International Poverty Research Centre of the State Council Leading Group Office of Poverty Alleviation and Development, including project management, financial planning, programme monitoring, documentation and reporting
? Coordinate the design of a capacity building programme on child poverty analysis, appropriate to the China context and relevant to national programmes for poverty, child development and social protection
? Identify national consultants/think tanks to develop and provide a range of capacity building trainings
? Review and update the child poverty advocacy strategy, turning it into a plan for implementation
? Update mapping of the policy landscape for key opportunities and partners on child poverty
? Building knowledge of relevant national policy development as well as research and studies on international trends and practices through literature and media review
? Draft policy briefs, commission and manage research e.g. on gender and poverty or disability and poverty
? Represent UNICEF China in meetings and dialogues to communicate key advocacy messages on child poverty and child rights
? Provide technical advice to the development of UNICEF advocacy messaging pieces that relate to child poverty
Qualifications
? Advanced university degree in development studies, anthropology, economics or sociology
? Minimum of three to five years of professional experience working in the field of poverty and development in China
? Knowledge of China’s social and economic policy context, Chinese government and non-government functions and policy development mechanisms for poverty alleviation and social protection
? Knowledge of international approaches to poverty reduction including methodological approaches to measuring monetary and multi-dimensional poverty. Specific knowledge of child poverty analysis preferred
? Experience of research management an advantage
? Ability to coordinate and organize activities with stakeholders to good quality
? Learn quickly and be credible with partners due to good technical knowledge
? Native level Mandarin language essential; excellent English language skills highly desirable.
