职位描述：
Provide parts selection / process engineering support and liaison to critical suppliers to ensure that purchased parts meet divisional objectives including quality, reliability, cost and product safety. Work with Procurement Executives to jointly and consult with R&D, NPI and Manufacturing Process Engineers.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
1. Jointly work with Procurement Executives, and consult with R&D, NPI and Manufacturing Process Engineers to develop and implement commodity strategies.
2. Interfaces with various functional areas such as Planning & Logistics, Production, NPI, R&D, Finance, Procurement Executives, Incoming Inspection, Keysight GCM (global commodity manager) team and other division.
3. Jointly work with Procurement Executives to evaluate and select suppliers.
a) Evaluate and select suppliers based upon their ability to design, and the capability of their processes to manufacture parts that meet division needs.
b) Establish appropriate criteria to evaluate supplier performance in the Technology and Quality areas of TQRDCE. Participates in the performance evaluation of suppliers and award of business to suppliers.
c) Understand application of parts in the product in order to recommend alternate parts and processes to improve design for manufacturability
d) Assist suppliers in developing unique process capabilities to match unique design requirements or Keysight standards.
4. Jointly work with Procurement Executives to manage the current supplier base. Main contact with supplier for all quality related issues.
a) Assist and participate in contract negotiations with suppliers.
b) Monitor and drive improvement in performance of the suppliers’ technology (design/process capabilities) and quality programs (SPC/TQC/TQM).
c) Match part designs to supplier process capabilities.
d) Lead/direct process improvements in the suppliers’ design and manufacturing capabilities to lower costs and improve quality.
e) Manage supplier yield improvements and supplier action management.
f) Provide technical understanding of supplier capabilities to R&D, NPI and Manufacturing Process Engineers.
g) Keep abreast of technology trends and developments in assigned commodities.
5. Jointly work with NPI, R&D and Manufacturing Process Engineers to analyses quality defects, and work with suppliers to solve the quality defects that caused by suppliers or caused by DFM.
6. Identify new suppliers with new technologies useful to the division.
7. Be thoroughly familiar with the "where-use" of assigned materials.
8. In-depth knowledge of local suppliers for assigned materials.
9. Knowledgeable about suppliers on the worldwide basis for assigned materials.
10. Prepares data and compile reports as required for management use.
11. Suggests procedures/systems for more effective management of the purchasing activities.
12. Provide technical consultation:
a) Provide advice and consultation in their position responsibilities.
b) Consult and guide R&D, NPI and Manufacturing Process Engineers in the development of part specifications.
c) Advise R&D, NPI and Manufacturing Process Engineers on techniques for new part qualification.
d) Guide R&D, NPI and Manufacturing Process Engineers in techniques for new part selection.
13. Contribute to the success of the technology teams and consult with procurement peers to develop and share best practices.
14. Understand current regulatory and safety issues and how these apply to suppliers and commodities.
15. Maintain engineering skill and competence in engineering degree discipline. Develop technical expertise in the application of parts. Develop understanding of processes used to manufacture parts in assigned commodities.
16. Coordinate activities with personnel at other divisions and Corporate to achieve parts and materials standardization.
17. Conducts all business activities in accordance with Keysight’s Standard of Business Conduct.

External Qualifications Search Musts:
*Bachelor or Master Degree in electrical, electronic, mechanical or similar technology or equivalent combination with 2 years direct experience in related field or working environment.
* Demonstrate ability to apply technical skills/electronic principles in test and analysis of systems, products and assemblies to the component level.
* Demonstrate ability to work independently to achieve desired results from general objectives.
* Demonstrate ability to communicate both verbally and in writing in English and Chinese.
* Demonstrate project management skills
* Skilled in the use of standard measurement tools and test equipment
