Responsibilities


Main Objectives


The head of “Customs Management Asia-Pacific” is responsible for developing and implementing the regional customs compliance strategy in alignment with the global Customs Management processes and standards. This position is responsible for defining and directing the corporate customs activities and the implementation of customs strategies and initiatives for Asia-Pacific in order to support and fulfill the requirements of internal and external customers to ensure region-wide compliance with government regulatory agencies.



Key Responsibilities
1. Definition and implementation of customs processes and policies to ensure compliance with country specific requirements, and allow plants to benefit from duty-free imports, lower taxes, FTZs and streamlined customs procedures where possible.
2. Support the classification of imported parts in order to pay appropriate duties and fees according to the proper valuation method, as defined by the local customs authorities.
3. Define and implement procedures that enable ZF to benefit from the use of Free Trade Agreements (e.g. lower duty costs) and other customs related programs.
4. Manage Supply Chain Security & Compliance in the region to ensure adherence to government regulations; evaluate logistics partners (e.g. brokers, carriers, warehousing, etc.) and ensure compliance with applicable governmental regulations.
5. Implement standards and methods for customs compliance within the region, thus ensuring region-wide adherence to government customs regulations. This includes developing educational tools and conducting training on methods and processes by which ZF employees and facilities are able to comply with legal requirements.
6. Define, check, enforce company rules, review performance, initiate Changes-In-Status, train, develop and motivate employees, champion individual and team efforts and aid in the development of managers and professionals.
7. Monitor performance by reviewing Key Performance Indicators (KPIs) and implementing other metrics where applicable.
8. Identify organizational skill requirements, assess gaps in key skill areas, implement strategy to close the gaps and strengthen the organization.
9. Conceptualization and execution of trainings related to customs topics for various levels from operators to senior management.
10. Provide daily import/export operational guidance to the various plants and business units in Asia-Pacific.
11. Support auditing (internal/external) and communicate findings to all parties for compliance requirements.
12. Participate in continuous improvement programs and provide support to team efforts
13. Maintain professional and technical knowledge by attending educational workshops, formal training, reviewing professional publications, establishing and expanding professional networks, and participating in professional societies.
14. Participation in expert team “customs”
15. Perform other duties as assigned.

Requirements


Working experience 8+ years of experience with customs administration and/or supply chain-related activities. Strong knowledge of China customs regulations, including but not limited to, free trade programs, customs compliance auditing, customs classifications, etc. Knowledge of tariff classifications as well as country of origin issues.
Education Minimum bachelor’s degree in Business Administration, Supply Chain Management, or related field.
English Fluent (oral and written), CET6
German Basic German is an advantage but not a must
Computer Proficient in Microsoft Office tools, especially Excel
Qualification Mandarin as native tongue.
Customs Brokers license or related customs/supply chain certification (optional)

3. Proven ability to interface with cross-functional teams and all levels.
4. Solid project management skills
5. Knowledge of SAP
6. Experience in the automotive industry
7. Knowledge of TS16949 and ISO standards and processes
