Key Responsibilities:
? To ensure that BU HR department is aligned with HQ and NCR strategy and mission.
? Managing and guiding all the HR matters in BU under the needs of HQ and HR strategy and target.
? Be responsible for leading BU HR work and aligning it with the needs of the organization.
? Identify priorities and goals in discussing with HQ HR head in alignment with regional office strategic priorities; consolidate company goals into a comprehensive annual HR plan.
? As a strategic partner, give corporate structure suggestion or advice to company as to corporate business development.
? Responsible for the effective day-to-day operation of the full spectrum of HR functions.
? Actively engage the business to develop a high commitment high performance organization.
? Perform headcount planning to ensure effective and timely talent acquisition, retention and deployment of resources.
? Conduct orientation program for new hires and exit interviews (managerial positions).
? Identify and facilitate learning & development needs and programs of employees.
? Implement employee engagement initiatives including preferred employer program, employee communication and employee surveys.
? Partner with functional department managers/site managers to promote a culture of open and honest conversation.
? Facilitate performance development review process.
? Implement policies and initiatives under the guideline of the group and in compliance with local labor law.
? Proactively review and improve overall HR operation and implementation.
? Manage company payroll system and tax matter.
? Liaise with local HR agencies/government for all people related matters.
? Participate in wage and benefits surveys to ensure competitive remuneration structure.
? Actively promote a harmonious and productive work environment.
? Manage employee morale and resolve any grievances proactively.
? Responsible for employee health & workplace safety.
Compensation & Benefits:
? Working as a coordinator with China Head Office and NCR to collaboratively complete the program regarding C&B.
? Always review and come up with the C&B strategy and structure.
? Work with BU to implement the C&B strategy, policies and structures.
? Analyze compensation surveys and obtain all necessary information to prepare compensation proposals and budgets.
? Ensure labor cost and other internal cost related to HR should be controlled in budget.
? Review and check the monthly payroll process.
Performance Management:
? Working as a coordinator with HQ Office and NCR to collaboratively complete the program regarding performance management.
? Be responsible for BU performance management, organization effectiveness/efficiency improvement, providing inside support to process improvement.
? Conduct and organize formal performance appraisal interview in mid & end year, use appraisal result in further training program, promotion, position transfer, C&B adjustment and dismissing decision.
Training Management:
? Working as a coordinator with HQ Office & NCR to collaboratively complete the program working as regarding training management
? Work with BU to implement systematic and effective training policies, procedures, programs and infrastructure.
? In close partnership with the BUs, provide expertise advice to BU managers on coaching for performance and to employees in developing their competencies and potential.
Recruitment:
? Play an important role in the company’s talent/manpower plan in long term and short term and always pose exciting strategic mind for seeking successful candidates.
? Oversee mainly the key talent recruitment in BUs and interface a lot with HRM & BU mangers.
? Build close ties with recruitment and search firms as well as internally with above SM level across the BU.
? Support and pay more attention with the new contract recruiting of site employee.
Labor Relation Management:
? Lead HR team building a harmony and healthy working relationships with colleague, give reasonable advice for teambuilding.
? Execute standard requirement using the HR SOP, sure all HR file corresponding SOP.
? Lead HR team understanding how to do the procedure of on boarding, passed the probation, resignation, handle with the labor arbitration, if need, get the help from agency.
Requirements:
- University Degree, prefers in HRM
- Minimum 8 years' solid HR managerial experience
- Some working experience in service industries is an advantage
- Logical thinking and problem solving skills
- Strong communication skills-English & Chinese
- Well-versed with local labor law, employment and social security and EHS rules and regulations
- Self driven, resourceful and result-oriented
- High integrity and confidentiality
- Strong people management and influencing skills
