SENIOR Category Manager – FACILITIES AND SECURITY SERVICES

SCOPE:
? Report to the APAC Regional Procurement Manager for Real Estate, Facilities and Security Services
? Work to objectives/targets set by the Global Procurement Senior Director and Regional Procurement Director
? Support Oracle’s Real Estate & Facilities Line of Business (LOB) and Security LOB, working closely with Oracle’s Senior Managers and Suppliers in China and other Asian countries (e.g., Hong Kong )

RESPONSIBILITIES:
? Formulate and analyse responses to Request for Proposals (RFP’s) and Request for Quotes (RFQ’s).
? Select potential vendors, ensuring adherence to Oracle’s selection processes.
? Ensure the optimum level of price, service and coverage from all vendors.
? Formulate, review and negotiate contracts in line with Oracle’s legal terms and conditions.
? Act as the interface and point of escalation for internal customers ensuring resolution of all procurement issues.
? Ensure work is completed in line with Oracle’s processes and procedures and performed to agreed Service Level Agreements (SLA’s).
? Manage and or participate in APAC procurement projects as required.

ACCOUNTABILITIES:
? Identify and participate in regional/global projects and initiatives as required.
? Provide ongoing support and guidance to LOBs as required.
? Ensure purchases are within the LOBs’ allocated budget, implementing all cost cutting best practices.
? Host, present, co-ordinate and attend regular meetings/business reviews/conference calls with the LOBs and external suppliers as required.
? Liaise with vendors and negotiate global/regional contracts where feasible.
? Maintain accurate information and ensure vendor arrangements are clearly communicated to all relevant parties within Oracle.
? Complete RFP/RFQ evaluations, analyse data and make recommendations on supplier selection.
? Follow RFI/RFP/RFQ processes and procedures utilizing Oracle’s electronic Sourcing Tool where applicable.
? Assess current and potential suppliers in terms of geographic footprint, scope of services, market position, competitive pricing, terms and conditions, service level agreements etc.
? Assess performance of selected existing suppliers by establishing scorecards, participating in quarterly business reviews and, when required, putting Corrective Action Plans into operation.
? Liaise with Oracle’s Contracts Team (Procurement Contract’s Team) to ensure regional and local country contracts comply with Oracle’s corporate and legal policy requirements.
? Manage and approve Oracle’s online supplier punch-out and catalogue database in line with Oracles strategies and policies.
? Assist with Merger and Acquisition (M&A) activities in accordance with Oracle’s policies and procedures as required.

 
SKILLS AND EXPERIENCE:

Required
? Minimum 6 to 7 years procurement experience
? Experience in the procurement of Facilities and Security services
? Contract negotiation skills
? Supplier relationship management skills
? Computer literate – (MS Word/Excel/ Outlook)
? Good command of the English, Mandarin and Japanese both oral and written

Desirable, but not necessary
