This position is based in Nanba, Dazhou. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid 12 month period. Please provide CV in English.
Job Responsibilities
Security Operations
Access control of Company facilities: Manage day to day running and maintenance of the access control system through the Field Risk Officers and contractors including badge issue and access level allocation processes electronic access control systems and access control guards at in excess of 20 sites . Ensure the access control system delivers the following:
Limits access to Company facilities to authorized persons and vehicles
Verifies minimum safety training and PPE prior to access
Provide an accurate record of who is on each site and ability to account for personnel during emergency mustering
Verifies valid authorization for removal of material and equipment
Prevent introduction of prohibited items to controlled areas
Exclusion Zone Management: Leads in management of Exclusion Zones under guidance of the Security Supervisor:
Manage EZ farming and land management contractor activities within farming exclusion zones
Monitor and control use of public roads within exclusion zones.
Monitor and prevent un-authorized activities in housing exclusion zones
Pipeline Leak Detection, Intrusion Detection and Community Alarm Operations
Ensure Leak Detection Teams understand perform their role and can effectively utilize the detection and communications technology available to them. These systems are world class leading leak and intrusion detection technologies.
Ensure Security Personnel Carry out routine charging and siren testing of the community alarms as per maintenance requirements without incident. Ensure P1 work orders are raised within 30 minutes of identification of an alarm station fault that prevents or pus at risk the ability to remote start and alarm
Manage day to day pipeline patrol operations, reporting and tasking’s through the Field Risk Officers
Guard Force Management
Ensure and develop guard contractors to have effective systems for supervision, discipline, pre-deployment briefing, equipment management and deployment logistics for in excess of 300 guards
Lead Field Risk Officers in 24 hour monitoring and assurance of this delivery
Provide guard number forecasting for use in budgeting
Ensure effective contractor communication including regular documented meetings with the guarding contractors
Responsible for supervising the guard force contractor performance against contract KPIs
Ensure KPI’s reflect requirement and ISO standards
Security Management System Documentation
Update and review Field Risk Officer updates of company access control, guarding, leak detection and Community Alarm procedures
Lead Field Risk Officers in writing and review process of the documents listed below Provide templates and quality control the final documents:
Annual site specific security risk assessments and surveys.
Site Specific Security Plan updates
Coordination the implementation of company security plans and resources with those of government agencies and direct contractors
Incident and Emergency Management
Ensure Community Alarm personnel understand their role and can carry out both emergency and routine tasks on the alarm systems.
Ensure security personnel and the guard force is trained and understand their role in site emergency response and evacuation plans
Coordinate security and guarding personnel support of government and Company emergency responders at incident site level
Carry out the duties of the Community Operations/Security Section Chief on the Incident Emergency Management Team when required.
Incident Investigation
Ensure daily incidents and security observations are accurately reported and co-ordinate initial clarifications as required
Identify incidents that require elevation to the attention of Global Security for review for review by the investigation Governance Board. Secure scenes and evidence related to these incidents until a decision is made
Lead or participate in investigations as directed by the Security Manager, 3-4 per month on average.
Provide Investigation reports or finding for use in such reports compliant with the requirements of the Company Security Investigations Manual
Community Awareness and Outreach
Develop a strong understanding of the personalities, local political and social influences in the areas around Company sites
Ensure evidence capture and prompt reporting of all community and local government related incidents to field affairs
Ensure guards and Field Risk Officers effectively contain and de-escalate community incidents wherever possible and gather evidence including audio and video of community related events
Ensure that Security Contractors comply with local hire and Project Affected Persons livelihood restoration initiatives, but also receive the Field Affairs and Local government support they require to effectively manage local hire issues
Maintain a positive relationship with the Public Security Bureau and Transportation Bureau Officials in the Project Area
Safe Operations
Ensure security operations are carried out in a safe manner and safety incidents are effectively investigated
Regularly inspect security worksites and contractor work practices to assess if they are safe including the drafting of Job Safety Assessments, Hazobs, Safety Behavior observations and review of the same when done by Field Risk Officers
Responsible for following contractor operations on a daily basis and ensure contractors are aware of, understand and have a realistic and effective plan to meet company safe work expectations.
Will Lead and assist in safety related incident identification or investigation by verifying the entry of data into the incident management system, effectively carry out early injury management and carry out or participate safety investigations as required.
Actively participate in Security department Safety Meetings and deliver HES presentations focused on identified HES risks relevant to the security department
Ensure Access Control system adequately enforces restriction of access to Company sites to personnel with authorization and the minimum training as stipulated by the facility owner and the Company HES department
Development and Maintenance of Physical Security, Surveillance, Detection and Alarming Systems
Document Management Of Change and scope of work requirements for changes such as improvements to barriers, guard shelters, leak detection huts, lighting, access control systems and CCTV. Submit Work Orders to where required.
Responsible for ensuring physical security and man guarding measures meet Company internal Information Security minimum standards
Assist in providing end user input on the assessment and design of the Pipeline Static Surveillance Solutions
Training and Development
Conduct annual reviews of guard force training needs and ensure Field Risk Officer, third party and guard force internal training is effectively provided to meet these needs
Ensure accurate records are maintained of all security personnel and guard force training
Provide security awareness training and briefs to Company and contractor staff as required including voluntary principles and other OE element 1 mandatory training
Provide Mentoring and guidance to Field Risk Officers including regular feedback on their performance measured against PMP deliverables
Assist and co-ordinate Field Risk Officer delivery of security awareness communications
Job Requirement:
Education: Undergraduate or higher. English TEM 8 or CET 6 minimum. Fluent Mandarin
Professional and Technical Title: Technical training title within the security, supply chain or Health and Safety higher professional certification.
Professional Background: Supporting function supervisory or management role in Heavy Industry preferably Oil and Gas or Officer level police or army.
Work Experience: Ten years or more work experience
