职位描述：
This position is based in Nanba, Dazhou. Work schedule is 28 days on, 28 days off. Company will provide accommodations when at work. Transportation is to be provided from home location to Nanba. Salary is paid 12 month period. Please provide CV in English.

Key Job Responsibilities
Security of Personnel and Assets
Resonsible for Security of Personnel and Assets at site specific field locations in CDB area of operations:
Development of yearly site specific security risk assessment surveys and daily assessments of Construction Sites. (Average of 10 per year)
Development of site specific security risk mitigation planning and operational concepts(Average of 10 per year)
Assist in drafting of scopes of work for physical security of sites according with Site changes and developments
Advises and updates security process and guarding procedures as required on average one per month.
Resonsible for monitoring guard force contractor performance against contract KPIs every month.
Daily implementation of site specific security plans
Supervise routine security operations at an average of 10 sites every day
Coordinates security response to incidents and emergencies as they occur, several hundred per year.
Paticipates and conducts investigations of security related incidents and assist investigation team for more serious incidents. Leads in weekly Pipeline Patrol Coordination Meetings, operations, commissioning, construction and contractors
Manage Pipeline Patrol daily reporting and data capture.
Chair weekly Huarui Exclusion Zone activity meetings with operations and commissioning and the land management contractor
Translate and disseminate Huarui weekly work plans and meeting minutes to EZ stakeholders


Safe Operations and Incident Investigation
Ensure security operations are carried out in a safe manner and safety incidents are effectively investigated.
Conduct daily inspections of security worksites and contractor work practices to assess if they are safe including the drafting of one Job Safety Assessment per rotation
In the event of a safety related incident, enter data into the incident management system, effectively carry out early injury management and carry out 5 Why or participate in Why Tree investigations as required
Actively participate in Security department Safety Meetings and deliver HES presentations focused on identified HES risks relevant to the security department
Ensure Access Control system,at the site for which the officer is responsible, adequately enforces restriction of access to CDB sites to personnel with authorization and the minimum training as stipulated by the facility owner and the CDB HES department

Communication
Develop effective communication channels with local authorities:
CDB Management and key support services. This will include briefing up to Superintendent Level and working across all departments including commissioning and MCP
Police at local township level
Fire Department
Government at local government level
Community
Interpreting and Translation
Act as interpreter for daily verbal communications between expatriate CDB and Contractor staff and local agencies, authorities and community members.
Translate Huarui Exclusion Zone Work plans and schedules and distribute to operations, commissioning and construction weekly
Understand verbal and written direction and requests for assistance promptly in English
Perform daily in field translation as required
Draft letters, memorandums, reports and instructions in support of field security activities as required.

Coordination
Responsible for scheduling and coordinating meetings with various stakeholders to ensure coordination and cooperation for all security, exclusion zone management and pipeline surveillance at CDB field sites.
Coordinate guard force teams and local community work force to achieve optimal and cost effective security solutions at CDB field sites.
Conduct and liaison with all above groups to ensure coordination and cooperation for all security , exclusion zone management and pipeline surveillance at CDB field sites

Training
Provides leadership to help implement site specific security training to guard force and community workers weekly
Promotes and leads in security awareness training and briefs to CDB and contractor staff as required average of 5 times per week
Leads in mentoring and guidance to new FROs.

Intelligence and information gathering
Observe, analyze and report on intelligence indicators on changes to threat levels, anticipated community activity and other factors effecting security


EDUCATION, CERTIFICATION, TESTING -
Education: Undergraduate or higher . English TEM 8 or CET 6 minimum. Fluent Mandarin
Professional and Technical Title: Technical training title within the security, supply chain or Health and Safety higher professional certification.
Professional Background: Supporting function role in Heavy Industry preferably Oil and Gas. Officer level police or army desirable. Experience of working with International companies desirable.
