Our client is a leading global supplier of components and systems for electrical and optical connectivity. To cope with the fast growing steps, on behalf of our client, Collars Consultants is looking for qualified candidates with high motivation to join the winning team:




Position: HR Manager

Report to: HR Director China & HK

Location: Changzhou



SUMMARY:


l Responsible for the full spectrum of the plant human resources & administration function, e.g. recruitment, labor disputes, compensation and benefits, performance appraisal management, employee orientation, training and ad hoc HR projects, etc.

l Act as a primary HR interface and business partner for Chang Zhou Plant to ensure HR support is aligned with the business priorities and needs.

l Plan, develop, execute and lead the Chang Zhou HR function to attract, retain, develop and motivate employees in a cost effective manner.

l Ensure human resources policies and practices are in compliance with the statutory requirements while limiting liabilities and promoting a safe, fair, positive and engaging work environment.

l Design and execute employee relation programs to develop a supportive and caring working environment for Chang Zhou plant.



KEY RESPONSIBILITIES:


l HR Management

ü Participate in annual HR budget plan.

ü Monthly analysis and statistics as per GMS requirements

ü Actively involved and lead human resources programs for Chang Zhou plant.

ü Implement and assesses the health & safety program

ü Coordinate with other function managers in planning & implementation of HR policies and procedures.

ü Contribute to setting C&B policies and procedures for Changzhou plant and align with corporate guideline

ü Create and maintain staff information records and personal documents, including job descriptions, employee handbook, and employment letter.

ü Foster effective communication between employees and management. e.g.: INFO Meeting, bulletin.

ü Responsible for the administration for the expatriates relocated to Changzhou.

l Hiring Management

ü Be responsible for recruitment and staffing for Changzhou plant.

ü Conduct interviews with candidates and provide leadership in hiring recruitment of Changzhou employees involved in recruiting.

ü Ensure that new employee induction is effective and update.

ü Review and recommends to management competitive practice on pay levels to ensure competitiveness.

ü Participate in salary survey.

l Training Management

ü Responsible for training & personal development for Changzhou staff.

ü Manage & trains and develops Changzhou HR staff, including yearly objective.

ü Provide HR training to employees. Leads employee's induction program of Changzhou.

ü Develop with business managers the yearly training schedule and get it approved before implementation

l Labor Law / legal's / relation with Unions

ü Ensure all the HR policies, procedures and practice are compliance with local labour laws and regulations.

ü Be responsible for labour relations and negotiation with labour unions.

ü Ensure that Chang Zhou complies to labor laws, facilitate the resolution of disputes between parties

l Talent Management

ü Facilitate the development of best practices to minimize Chang Zhou employee turnover.

ü Initiate the updated recommendations and analysis to improve employee turnover performance.

ü Support line managers to develop high potentials within the organization and manage the succession program for Chang Zhou.

l Staff Management

ü Manage Chang Zhou HR team directly.

ü Adhere to abide by the corporate ethics policy as well as the leadership guidelines as per company policy

ü Highlight issues / trends and provide proposals and solutions to Country HR Director




EDUCATION KNOWLEDGE, SKILL & ABILITY REQUIREMENTS:


l Bachelor degree or above similar in HR related field.

l A minimum of 5 years' track record as a hands-on HR generalist in sizable companies or MNC, of which, 2 years at managerial level.

l Solid experience in recruitment

l Dynamic, multi-tasked, fast paced and adaptive to high-pressure startup environment.

l Critical eye for details and processes as well as an ability to establish strong, cross-functional leadership.

l Excellent interpersonal and communication skills.

l Analyze complex human relation issues and exercise sound judgment to resolve problems.

l Strong knowledge of PRC labor laws and regulations

l Good English is preferred.
