Position Description:
· Report to Boeing China in-country leadership focal and be assigned primarily to Boeing for Manufacturing Innovation Center (MIC) intellectual property audits and import/export compliance, in accordance with both US and China Laws
· Manage and develop plans that lead to the assurance of adherence to Manufacturing Innovation Center intellectual property usages, as well as identify potential process or control weaknesses and shore up processes and procedures
· Execute investigations on suspected contract violations, and perform or lead engagement planning
· Develop evaluation test plans and communicate results to appropriate Boeing and AVIC HQ stakeholders
· Support Boeing-AVIC risk assessments, as well as monitor and ensure management actions are complete
· Provide advisory services to Leadership and participate in process improvement activities
· Develop improvement of processes, tools, products and services
· Conduct audit engagements and related activities
· Document and maintain audit processes and tools, as well as provide guidance on such activities
· Perform or lead validation of risk assessment, testing, analysis and the evaluation of processes, risks and controls
· Develop and present conclusions and final reports
· Provide recommendations for correcting deficiencies or improving operation
· Manage intellectual property agreements, including Manufacturing Innovation Center's accounting, statistical and operational records, processes and procedures to determine the reliability and effectiveness of their computation and reporting of IP usages to Boeing and compliance with the agreement
· Develop and execute project and process plans, implement policies and procedures, and set operational goals
· Acquire resources for projects and processes, and lead process improvements
· Develop and maintain relationships and partnerships with customers, stakeholders, peers, partners and direct reports
· Provide oversight and approval of operational approach, products and processes
· Manage, develop and motivate employees
· Manage Boeing intellectual property transfer to Manufacturing Innovation Center trained personnel - this includes the transfer of Manufacturing Innovation Center jointly-developed IP, and well as schedules with plant employee (on hiring and candidate training)
· Assist in-country Global Trade Control with the monitoring of work package procedures and documents for China
· Assist Global Trade Control focal in monitoring and developing US and China Import Export Laws
· Administer Boeing-AVIC Manufacturing Innovation Center trainees evaluation for inclusion in Boeing programs through Manufacturing Innovation Center
· Monitor employees in plant manufacturing on Boeing products, and report findings to Manufacturing Innovation Center leadership
Competencies:
· College Degree
· US certification in ITAR and EAR regulations, and knowledge on Intellectual Property, with at least 4 or more years' related work experience, or an equivalent combination of education and experience
