Role Summary/Purpose

Customs Tariff Code Classification Specialist is responsible for leading the Customs tariff code classification programs where GE does business in the region. Country and region include but not limited to China, Hong Kong, Macau, Taiwan and Mongolia

The position holder will directly report to greater China and Mongolia Customs CoE leader, and functionally report to GE Global Tariff Classification Leader

Essential Responsibilities

o Be responsible for ensuring compliance with the Global Operations Customs’ harmonized tariff code classification process according to GE Enterprise Standard, including but not limited to, HS code classification assignment and governance,, free trade agreement related HS code, and anti-dumping, duty relief related programs and other customs program in the area of China, Hong Kong,Taiwan and Mongolia as it relates to the interaction of the respective programs with tariff classification
o Develop and oversee customs-related process improvement projects as directed by the Global Classification Leader, applying innovation and continuous improvement methodologies to define efficient, compliant and cost-effective solutions
o Serve as primary interface with global Customs functional groups, classification vendor in the coordination of customs tariff code classification and classification systems
o Assist greater China Customs leader, and global Classification team to identify business data/information based on regionally and globally defined requirements
o Lead tariff classification initiations for establishing compliant yet simple model to support delivery model (such as BPO first model, and/or Broker first model, etc.), projects while taking advantage of tariff opportunities
o Resolve classification disputes; liaise with local Customs authorities as needed
o Periodically review with classification vendors and provide guidance to help them to improve performance
o Other projects assigned by line manager or functional leader

Qualifications/Requirements

o Bachelor’s or Master’s degree
o Minimum 8 years Customs, and/or international trade business experience
o In-depth Customs tariff code knowledge and practical experience with Office (Word, Excel, PowerPoint and Access); Other knowledge about Customs MOFCOM and CIQ such as 3C, dual use products is preferred
o Experience in handling multiple, often complex projects simultaneously
o Customs tariff code knowledge and practical experience with Office (Word, Excel, Access) and business ERPs (Oracle, SAP)
o Good skills in process analysis, data analysis and problem solving
o Aptitude to perform positively when working under pressure
o Able to work both independently and within a team
o Minimum 8 years Customs, and/or international trade business experience

o Good communication skill, quick learning
o Excellent written and verbal command in English
o Six Sigma certificate (or equivalent) is a plus
