Responsibilities
Leadership Responsibilities:
Direct report to the Expansion Manager China
¨ Leader of Expansion Process in East China. The REM is responsible for leading and coordinating the entire expansion process from land search to handing over the acquired land in the right condition and with all necessary infrastructure and certificates to the project development team.
¨ Responsible for involving and coordinating specialist functions within the company (especially Market Analysis, Leasing, Design, Project Development and Legal) and external service providers (i.e. Traffic specialists, Surveyors, Geological survey specialists, land sourcing agents) to the extent necessary to control risks and secure the success of the future development project.
¨ Matrix/Functional manager for any expansion resource (e.g. Expansion Officer) assigned to any ongoing development projects in the REM's region
¨ Jointly responsible for reaching IICG's strategic goals and acting according to the IICG's values
Specialist Responsibilities:
¨ Internal resources and specialists
· Together with Market Analysis identify suitable areas for locating shopping centre together with IKEA
· Set up meetings with relevant government authorities and other partners to explore available land plots and potential development areas
· Identify potential land plots in 5-10 locations within the search area
· Together with specialist functions and IKEA evaluate available land according to IICG's strategic goals and Land Acquisition Checklist
· Co-ordinate and support negotiations of terms for acquiring the land
· Co-ordinate and support land acquisition, company set up and handing over of land
· Lead and manage Project registration process
· Co-ordinate and support project development team in acquiring all necessary approvals, permits and certificates necessary in expansion, initiation and planning phase
· Co-ordinate and support project development team in securing the hand over conditions of the land
· Co-ordinate and support project development team in acquiring all necessary infrastructure
· Supervise and support the Expansion Officer reporting to project manager.
· Continuously support project with issues related to government relations and external infrastructure.
· Collect and support analysis of land- and property transactions within relevant region.
· Collect and support analysis of relevant political and general developments within relevant provinces, cities and urban districts.
· Responsible for actively seeking specialist knowledge and guidance within function.
· Support development of best practices and processes within function.
¨ Authority contacts and legal issues
· The REM is responsible for establish and maintaining government relations equal to or above district Vice Mayor level; and relevant prefecture level section leaders (especially Land bureau, Planning bureau, Traffic bureau, Commercial bureau and Construction bureau).
· It is a particular responsibility of the REM to plan, act and communicate in a manner that minimise all sorts of risks related to the expansion process. This includes, but is not limited to;
- Exposure to legal action
- Risks to IICG's and IKEA's good reputation as honest and reliable companies and business partners
- Specifically manage any risks that government authorities misunderstand what level of interest and commitment IICG and IKEA have of establishing a shopping centre and/or IKEA store in a specific area or district.
- Risks that confidential internal information is spread to external parties that might use it against the interest of the IICG.
Qualifications
Knowledge& Background:
¨ University degree in relevant areas, for example: construction engineering, urban/regional planning, real estate management, business, etc.
¨ 7-15 years experience in the shopping centre industry and or the development of retail commercial real estate in China: expansion, project management, construction management, retail, etc
¨ General understanding of land acquisition related laws, practises and processes in China.
¨ Experience from working in an international organisation
¨ Experience from working with senior level government officials in development processes
¨ Professional network including persons working in all relevant areas of the industry and government
¨ Excellent Mandarin and English in oral and written.
