TECHNICAL & EHS MANAGER
We are going to recruit an Technical and EHS Manager for our subsidiary based in Shanghai (140 employees, 100 MRMB in Sales); the position is based in our plant in Qingpu district in Shanghai;
This is a company operating in the pharmaceutical industry and this locally on the entire value chain (development, formulation, production, sales);
The Technical and EHS Manager will report to the Plant Manager (French).
Three year contract renewable with 6 month probation.
KEY MISSION:
(1) Environmental health and safety (EHS): oversee the development and implementation of health and safety programs for a company. Make sure that employees work safely and use proper safeguards. Manage the company's compliance with environmental regulations and standards in China.
He will accordingly:
- Set up EHS function and coordinate EHS activities.
- Develop and facilitate a culture of Safety, Hygiene and Environment
- Advise the Plant Manager and the General Manager
(2) Technical and facilities maintenance: oversees, manage maintenance team (7 FTE) and pilot plant according EHS regulations. Set up general plant and production maintenance system. Manage technical projects of the plant such as renovation, modification or extension
Environmental health and safety responsibilities
- Conduct EHS introduction and training to new starters to the project, including company staff and contractors' workers so that they are acquainted with safety requirements, safe work practices, and procedures.
- Establish procedures and guidelines in following fields: wastage, fire, evacuation, safety laboratory and production
- Identify needs, manage and arrange training in related EH&S fields
- Monitor subcontractor compliance with applicable EHS requirements
- File EHS performance reports, and other EHS reports as required by project
- Assist in facilitating and/or conducting accident/incident investigations.
- Verify and update all required EHS postings, warnings and signs applicable to the project work/hazards.
- Verify that all personnel who must enter controlled areas are qualified to do so.
- Verify that emergency numbers, including physicians and hospital locations, are valid and posted, and these emergency services have access to the field site.
- Prevent and correct safety and health issues through job safety / risk analysis.
- Collect and report safety performance data and statistics.
- Establish construction safety training requirements and training materials.
- Ensuring contractors and workers maintain safety awareness at all times.
- Implementing safety programs for the project.
- Ensure contracts application respect (sanitation, cleaning, green spaces, wastage, security)
- Develop indicators and monitor performance, implement preventive and corrective actions through training Manage and maintain systems of prevention and control intervention against fire (sprinkler, fire detection, fire extinguisher, ...)
- Guarantee compliance relating to periodicals regulatory inspection (boiler, pressure vessel, forklift, elevator...)
- Manage human and material resources to ensure site security (guards, CCTV).
- Optimize and maintain the wastage management system of the plant (waste, solid, liquid, gas, noise)
- Regular watch of new environmental requirement in China
Technical and maintenance responsibilities
- Manage technical and maintenance team
- Define and follow properly maintenance planning (preventive and curative actions) for facilities and equipments in order to optimize reliability, availability and efficiency
- Propose and contract renovation projects
- Manage and control stocks of spare parts for the plant
- In collaboration with supply chain department, select maintenance and sub-contractors
- Elaborate investments budgets (CAPEX) linked to equipments and facilities with Finance and Plant Manager
- Studies solutions of productivity improvement
- Propose improvement action plans on existing facilities
- Coordinate and control sub-contracts work during site renovation
- Ensure interface with QA department in order to comply with Quality Assurance system
- Defines and updates SOP in collaboration with QA department
MANDATORY KNOWLEDGE - SKILLS AND ABILITIES
- Bachelor Degree or above in engineering/maintenance background
- Safety License holders are highly desired
- Minimum 5 years working experience in safety engineering
- Native Chinese mandatory, proficiency of English both oral and written, French is a BIG plus
- Multinational company or JV company experiences are preferred
- Be familiar with national and international ES&H standards and regulations
