Essential Responsibilities

- Align with region sourcing/service plan to develop localization strategy by innovative ways to identify and meet goals.
-Lead the development of suppliers in Emerging markets to support Asian inventory center material supply
- Identify and qualify suppliers to support service MSA/Production requirements
- Prepare & execute request for proposals, execute/support and lead contract negotiations with key suppliers
- Work with regional sourcing leaders to execute global contracts and create reginal network contracts in respective regions. Partner with Corporate GCL’s, Sourcing Leaders, peers to maximize synergies and global supplier management
- Prepare & own targets & strategies for Growth Playbook, SII and OP
-Present the total cost business case to region sourcing/ service leader
-Work closely with Service, Engineering, Finance, Manufacturing, & Sourcing team to drive savings, track usage, improve productivity & standardize processes
- Ensure supplier compliance with regulatory and reputation requirements
- Perform regular audits at supplier sites to ensure adequacy of supplier manufacturing control plans
-Provide for evaluation of suppliers’ capabilities and identification of appropriate items to buy
-Support pole site material deflation plan by continuously evaluating supply base for more cost effective solutions•
-Balance strategy development with the tactical execution necessary to execute cost reduction projects through contract negotiation, process changes, and implementation of sustainable cost controls.
-Closely monitor supplier performance to plan and work with the suppliers to manage any required recovery plans/actions. Ensure any quality issues have the appropriate focus.
-Coordinate with factories to ensure supply meets any and all demand requirements.
-Hold weekly reviews with suppliers. Track any Red Flags that impede supplier performance and control revisions at Suppliers.
-Conduct Capacity Audits

Qualifications/Requirements

· Bachelor degree on engineering related major from an accredited university or college
· At least 5 years of experience in a Sourcing /Sourcing quality/Manufacturing position
· Strong oral and written communication skills in both English and Chinese
· Strong interpersonal and leadership skills
. Understand and drive Six Sigma quality internally and with suppliers
· Strong project management skills
· Global Procurement/inventory management experience is preferred
· Negotiation expertise is must.
. Ability to travel approximately 40%

上世纪80年代起，中国进口了首批420台GE运输系统集团制造的ND5柴油内燃机车。2002年，GE运输系统集团在北京成立了通用电气运输系统（中国）有限公司，提供研发、制造和其他服务。2005年，GE运输系统集团与中华人民共和国铁道部签订了300台Evolution系列中国干线机车合同，用于中国各大铁路干线。2008年GE运输系统集团创建了第一个矿用自卸卡车电动马达生产厂，并成立了通用电气运输系统（沈阳）有限公司。2010年9月9日，GE公司与中国南车旗下的戚墅堰机车有限公司成立的合资企业正式开工奠基，在中国开发、制造GE Evolution系列机车柴油发动机并提供服务，以及向其它新兴市场提供出口。2010年12月，GE运输系统集团与中国南车股份有限公司签订了合作框架协议，将在美国建立合资公司来共同促进高速铁路及其他轨道交通技术在美国市场的推广发展。

在过去的6年多内，公司实现了两位数的业务增长，在北京、上海、大同、成都、常州和格尔木等城市设有办公室。
