职位描述

Position Purpose(Overview of the position)
The position will have the lead responsibility to design the sourcing strategy for the skill team, make channel selection decision, gather market intelligence and drive efforts to meet the critical staffing needs.

Key Roles and Responsibilities of Position

1) Influence & Implement Work Force Plan: Provide external market intelligence to help formulate the forecast number during workforce planning process, partnership with skill team and HRBO to better understand personnel needs and workforce planning strategies and develop effective marketplace recruitment strategies to attract and recruit a wide variety of candidates.

2) Internal Communication Management: Work with HRBO to understand job requirement and initiate hiring related communications with HRBO, C&B and Skill Team, coach hiring managers and internal HR teams on external market & industrial trend as well as providing talent advice on insights and recommendations for future talent acquisition needs.

3) Vendor Management: Lead the management of search firms, job boards and other recruiting related vendors by designing measuring metrics, conducting vendor selection process and negotiating contracts on a regular basis.

4) Candidate Management: Manages the presentation, selection, offer, negotiation, closing, and administrative components involved in full recruiting lifecycle. Facilitates the process for detailed reference checking and related on-boarding handovers.

5) Candidate Relationship Management (CRM): Develops an effective pipeline and database of key talent potentially available for hire in the future with strong focus on sourcing passive candidates through networking, cold calling, social media, complex internet searches and research.

6) Technology: Leverages online recruiting resources and in-house Application Tracking System to identify and recruit the very best candidates. Ensures accurate and well-ordered documentation is available for all candidates, searches, hiring manager’s interactions, and other recruitment activities via the Application Tracking System. Conduct the ATS trainings in classroom or on a daily basis to hiring managers or other HR team members and answer inquires during daily work.

7) Brand Ambassador: Maintains consistent communication with candidates throughout the interview process. Creates a positive candidate experience through the timely follow-up and act as representation of the company brand. Manage Internal Referral Program and update internal referral information based on changing hiring needs and practice.

8) Campus Hiring: Assist campus team in formulating annual campus resourcing plan, lead communication with Skill Team on campus selection process & methodology as well as implementing the entire selection & offering process.

9) Market Intelligence: Stays informed of trends and innovative recruiting techniques as well as the market trends / industry intelligence in order to remain competitive in best-in-class recruiting practices. Provide market intelligence to HR team members or leadership as required from time to time.

10) APA Regional projects: participate in regional recruiting meetings and related projects. The projects include but not limited to Candidate Assessment Tool, Job Description Standardization and Vendor Rating System.

Professional Exposure (Technical Skills)

Demonstrate success on sourcing methods and techniques. Conduct interview and selection process. Utilize different channels to source the candidates and manage the communication and branding efforts.
