Job Summary
Management position, responsible for managing and leading software development for Websense product lines developed in China to meet corporate requirements for functionality, quality, schedule and cost. Establishes operational objectives and assignments and delegates assignments to subordinate personnel. Prepares budgets, determines staffing requirements and assigns resources to all projects for all product lines.
Assigns personnel to projects and manages resource allocation in a flexible manner in response to changing business priorities, direction and budget. Provides technical and business leadership to directly managed development staff, within a complex set of technologies and business requirements. Responsible for administration of area policies for employee development planning, performance planning, counseling, and evaluation.
This role includes the development of a combination of short and medium term technology plans in alignment with business objectives.
Essential Functions
* Builds and leads an organization of Development Managers, Technical Architects, Analysts, Designers, Developers and possibly Technical Communications (writers); May manage other Directors as well. Manages within both internal and external (individual contractors and 3rd parties) staffing models.
* Manages and facilitates multiple development teams both local and remote to ensure software development efforts meet corporate quality objectives and launch targets.
* Identifies both strategic opportunities and potential threats associated with emerging technologies and executes software development plans that ensure Websense products remain best-of-breed.
* Champions software development best practices within the organization including but not limited to the following areas: design, architecture, code re-use, performance, and quality.
* Continuously appraises effectiveness of software development organization through objective metrics and charts course for improvement.
* Identifies and evaluates software acquisition opportunities and leads buy-vs-build decision-making process.
* Prioritizes, directs and appraises the activities of development managers or project leads and developers.
* Determines, justifies and obtains approval for project resources, personnel, and budget necessary for projects that meet corporate requirements.
* Coordinates with product management, as well as test, documentation and product support management to ensure that the needs of all projects in the product line are met. * Collaborates with engineering leadership in other geographical locations on product development projects.
* Assists product management by providing technical insight and judgment of feature/schedule/cost tradeoffs. Ensures that product architecture and technology decisions support corporate strategies and future direction of the products.
* Prioritizes and manages resource allocation for the products based on changing business priorities, direction and budget.
* Manages morale of development organization; approves employee performance evaluations and development plans; and ensures consistency in all compensation actions for organization.
* Ensures quality hiring practices in product areas.
* Interacts with executive management on development issues.

* Must provide excellent leadership and mentoring to the development organization.
* Must have excellent communication skills, both written and oral.
* Must attend/participate/speak at appropriate conferences.
Qualifications
* Education: Masters in Computer Science/Engineering or equivalent experience.
* Experience: 12+ years experience in the software industry, 5+ years managing technical teams.
* Excellent knowledge of C/C++ and Java development in a cross platform environment.
* Experience with client/server and network computing including networking technologies such as TCP/IP, sockets programming, network protocols such as streaming, IM, peer to peer, etc.
* Experience with Internet related security products is preferred.
