Rio Tinto Procurement is to deliver measurable value to Rio Tinto Business Units. This is achieved through driving the establishment or improvement of competitive frameworks and markets for the purchase of goods and services enabled by e-technologies and resulting in continuous improvement, improved Supplier Safety and measurable savings. RTP provides procurement and supply chain consultancy services for Rio Tinto Group Companies and manages spend of around USD15 billion per annum. The Emerging Markets - China team is one of the key components of Rio Tinto’s global sourcing and procurement strategy to ensure benefits to Rio Tinto Business Units via provision of market intelligence and increased security of supply that will be derived from an expansion in the emerging markets supply base. This role sits under the Emerging Market China team within Global Sourcing Department of RTP and assists the Category Manager to look after the major tier 1 and tier 2 (high spend and criticality) procurement categories of Rio Tinto.

The purpose of the role is:

The Sourcing Analyst – Process Chemicals has operational accountability for contributing excellent market intelligence to the planning / implementation of sourcing strategy; and working together with the team leader to ensure all current and future procurement activities for related business units and to meet minimum Rio Tinto standards for HSE, quality, sustainable development, human rights and supply chain integrity.

Detailed job responsibilities include (but not limited to):
- Sourcing Analyst Process Chemicals is accountable for the ongoing development and fulfilment of a world class Emerging Markets procurement strategy to capture the full commercial potential of China for the Rio Tinto Group.

- The role requires close collaboration with peers in Procurement Operations teams in Singapore, Australia and the Americas to influence and champion the inclusion of Chinese sourcing opportunities into internal client procurement plans and current initiatives.

- The incumbent will possess requisite technical skills in best practice procurement, supply chain management and deployment, commercial law, negotiations and will have a particular focus on market analysis and fact base development.

- The incumbent will be responsible for supporting the team leader for developing and implementing category sourcing strategies. specifically this includes, but not limited to below,

？ * Prepare regular market analysis reports
？ - Bi-weekly / Monthly market reports
？ - Macroeconomic alerts including government policy changes with potential impact

？ * Assist with developing relevant category factbase and strategy
？ - Category fact base and strategy development and implementation
？ - Overview of market fundamentals
？ - Supplier review/assessment, shortlisting, pre-qualification and recommendation
？ - Supplier pre-qualification/re-audit
？ - TCO analysis

？ * Support on RFQ and commercial negotiation
？ - Assist in identifying value opportunities
？ - Support with RFQ/RFP process with supplier
？ - Support negotiation with suppliers
？ - Support with resulting contract T&Cs negotiations

？ * Assist with building and maintaining effective supplier relationships
？ - Support ongoing supplier development and supplier management
？ - Tracking of improvement programmes
？ - Attend and monitor production process where required
？ - Support with Non-conformance reports
？ - Follow up actions from Root Cause Analysis

The role will require travel to local from time to time and to overseas locations occasionally.

To be considered for this role you will have:

- University graduate majoring in Economics, Materials, Chemical Engineering or a related business discipline is preferable.
- 2~3 year working experience in a large multinational organization, preferred in procurement or market analysis;
- Proven cross cultural skills and business awareness.
- Basic project management skills.
- Excellent English capability - written and spoken.
- Microsoft office software skills (ie able to create management tools such as modeling and scenario analysis etc.)
- Good analytical capability and the ability to effectively collate and compile data
- Ability to develop meaningful and accurate management information reports post data analysis
