Role Summary/Purpose

The Senior Project Analyst will provide project cost engineering and trend analysis support services to Project Management and Projects Leadership Staff during development and execution phases of project, as it relates to collecting and reporting of all costs associated with the execution of the scope of work.

Essential Responsibilities

- Provides project cost engineering and trend analysis support services to Project Management team and Leadership during development and execution phases of project, as it relates to collecting and reporting of all costs associated with the execution of the scope of work.
- Takes an active role in the development of the Work Breakdown Structure specifically as it relates to the cost breakdown structure.
- Disseminates and obtains commitments to the plan from all associated stakeholders.
- As a trend engineer, reviews on-going activities and costs on a timely and continuous basis to identify and mitigate deviations from the approved plans and budgets.
- Maintains the budget in a current state and records in a log all approved changes.
- Instrumental in identifying changes to the scope of work and ensuring escalation.
- Prepares cost benefit analyses as required.
- Monitors cash flow and accounts receivable.
- Mentors other Project Analysts with less experience as needed.
- Assists in proposal/parse efforts as needed

Qualifications/Requirements

- Degree in Finance or Business Management from University.
- 10 years project or finance related experience
- Must be fluent in English and in Chinese

Desired Characteristics

- Oracle and Primavera experience.
- Requires strong planning, organizational, oral, and written communication, analytic and interpersonal skills.
- Strong computer skills (MS Excel, PowerPoint and Word).
- Additional prior related experience in another project management discipline (scheduling, planning, estimating).
- Self- starter with high initiative.

上世纪80年代起，中国进口了首批420台GE运输系统集团制造的ND5柴油内燃机车。2002年，GE运输系统集团在北京成立了通用电气运输系统（中国）有限公司，提供研发、制造和其他服务。2005年，GE运输系统集团与中华人民共和国铁道部签订了300台Evolution系列中国干线机车合同，用于中国各大铁路干线。2008年GE运输系统集团创建了第一个矿用自卸卡车电动马达生产厂，并成立了通用电气运输系统（沈阳）有限公司。2010年9月9日，GE公司与中国南车旗下的戚墅堰机车有限公司成立的合资企业正式开工奠基，在中国开发、制造GE Evolution系列机车柴油发动机并提供服务，以及向其它新兴市场提供出口。2010年12月，GE运输系统集团与中国南车股份有限公司签订了合作框架协议，将在美国建立合资公司来共同促进高速铁路及其他轨道交通技术在美国市场的推广发展。

在过去的6年多内，公司实现了两位数的业务增长，在北京、上海、大同、成都、常州和格尔木等城市设有办公室。
