Job title: Deputy Organisatinoal Support Director

Reports to: Organisatinoal Support Director

Overall purpose of the job

The Deputy Organisational Support Director ensures development of, and run everyday operations within, the Organisational Support Department of Greenpeace East Asia which includes the teams of HR&admin, staff development, finance and IT, as delegated by the Organisational Support Director. The position provides direction to the Organisational Support Department, in accordance with the formulated programme and the decision by the senior management team and the Organisational Support Director, in order to optimally support Greenpeace operations.

Scope

Major functions / responsibilities
Conceptual tasks, Strategy development and/or Project management

- Infrastructure design and delivery
Ensure development, application and maintenance of the Information Technology policy and IT systems, in order to provide an information system to support the operations of Greenpeace effectively.
- Developing & establishing systems
Ensure development, execution and maintenance of IT, knowledge management, legal, HR and facility management policies and systems, as delegated by the Organisational Support Director, in order to provide a complete and useful instrument to adequately support the operations of Greenpeace. Develop and review policy and procedure as necessary.
- Resource Planning
Prioritise internal and external demand on resources and advise the Organisational Support
Director to approve the delivery of financial resources and people, in order to enable optimal operations of GPEA.
- Direction of organisational support functions
Provide direction, lead, motivate, and manage the IT, HR & admin managers, as delegated by the Organisational Support Director, in order to achieve the objectives of the department and the organisation, and ensure the effective performance of the teams through staff coaching, development training and performance reviews

Implementation
- Budgeting
Ensure that the budgets for HR & admin and IT management are in line with the GPEA priorities, in order to forecast the financial performance of GPEA and optimise the resource planning for GPEA as a whole.

Ensure the compliance to all relevant internal and external requirements in order to optimise the security of the organisation, the health and safety of employees and protect the public image of Greenpeace. Advise on potential compliance issues on the area delegated by the Organisational Support Director and propose solutions.

Ensure monitoring and evaluation of ongoing functions and division of labour within the department, and ensure implementation of approved recommendations in order to contribute to the improvement and effectiveness of Greenpeace operations.

- Systems Management
Ensure IT systems and databases are managed and well maintained, in order to effectively support the operations and campaigns of Greenpeace.
